HONGKONG: It has become one of theNew Year traditions in the New China: a stern, old-school warningfrom the Communist Party about corruption.
The party's Central Commission for DisciplineInspection issued its annual broadside to government and partyofficials this week, a mind-your-manners reminder about bribes andmalfeasance. The warning this year focuses on illegal business deals,and it is hardly a coincidence that the state-run news media are nowfull of stories about public officials brought low by shady schemes.
Fancy cigarettes were Zhou Jiugeng's undoing.
Zhou, a government real estate manager in thecity of Nanjing, was spotted smoking Nanjing Imperial 95 cigarettes,which go for 150 yuan a pack, or about $22 - certainly anextravagance for a midlevel official like him.
The state-run China Daily newspaper saidInternet sleuths - using what is known in China as a "humanflesh search engine" - posted photographs online of Zhou smokingthe luxury cigarettes. He also appeared to be wearing a $14,600Vacheron Constantin watch, and the paper reported that "Zhou wasalso found to be driving a Cadillac to work."
Zhou, 48, was fired from his post on suspicionof "embezzling public funds to pursue a luxurious personallifestyle," according to China Daily.
The upcoming Chinese Lunar New Year,inaugurating the Year of the Ox, falls on Jan. 26, 2009. The holidayseason is a time for traveling, visiting friends and relatives,holding elaborate dinners, and giving gifts, particularlyred-and-gold envelopes containing cash.
The official Chinese news agency, Xinhua, quotedthe party commission's new circular that reminds officials to "livea frugal life and rule out extravagance and waste."
"Feasts, sightseeing and gift-giving withgovernment money are absolutely forbidden."
That advisory was followed by a report Monday inChina Daily that 40 government officials in Nanjing are underinvestigation over accusations that they accepted gifts worth $21,000from a local toy company during the last New Year holiday.
The scandal came to light, a Nanjing newspapersaid, when unpaid suppliers stormed and ransacked the offices of thetoy company, which had gone bankrupt. A list of the governmentofficials and their gifts was found by chance in a drawer. The giftsreportedly included cash, shopping cards and designer clothing.
Each New Year's corruption circular seems tostrike a different theme. In 2005, officials were cautioned aboutgambling overseas. In 2006, it was bribes through wedding or funeralgifts. Last year, sightseeing tours at public expense.
The party also announced last week that nearly151,000 government officials had been penalized in the year ending inNovember on various corruption and bribery charges.
Gan Yisheng, deputy secretary of the disciplineinspection commission, said at a news conference last Friday that4,960 of these were senior officials, Xinhua reported.
Among those whose ox was gored: a deputy mayorof Beijing, the former general manager of the oil and chemical giantSinopec, the vice chairman of the Communist Party in Henan Province,and the vice chairman of Guangxi Zhuang Autonomous Region.
Cai Wenlong, 55, a senior government officialand the board chairman of several state-owned companies in AnhuiProvince, received a suspended death sentence last week forembezzlement. State media reported that Cai had stolen or mishandledabout $5 million, and that he had lost more than $43.8 millioninvesting state funds in the stock and futures markets.

Two senior Communist Party members also havebeen expelled from the party for overstaying their visas in France,according to Xinhua. One of the officials has returned to China; theother has not.
In addition, Huang Songyou, a former vicepresident of the Supreme People's Court, also remained underinvestigation, said Gan, of the discipline inspection commission.Huang was removed in October for taking bribes, Xinhua reported,making him the highest-ranking judicial official to be fired forcorruption since 1949.

中国农历新年,牛年,将于2009年1月26号来临。这个假期是人们旅行,走亲访友,吃饭,送礼,特别是给红包的日子。
新华社援引纪委最新通告,提醒官员注意节俭,严禁奢靡和铺张浪费。
“公款吃喝,观光,送礼是明令禁止的!”

通告发布后,中国日报在周一发布报告称,南京有40名政府官员正在接受调查,他们被指控全去年新年假期中接受了一家玩具公司价值21000美元的礼品。
一家南京报纸说,当没有拿到结款的供应商愤怒的冲进这家已经破产的玩具公司的办公室后,丑闻暴光了。他们在一个抽屉里偶然发现了一张政府官员和他们所收礼物的清单。礼物据称包括现金,购物卡和名牌衣服。

每一个新年的腐败通告好像都会触及到一个不同的主题。2005年,官员被发现在海外赌博。2006年被发现通过婚礼或葬礼进行贿赂。去年则是公费旅游。
党同时在上周宣布截至到今年11月份将近有151000名政府官因各种腐败和受贿指控而被判有罪。
来自新华社的报道,中共中央纪委副书记干以胜在周五的新闻发布会上称其中的4960名是高级官员。
其中,有的人的牛年将是血腥的:北京市副市长,原石油天然气巨头中石化总经理,河南省党委副主席,广西壮族自治区副主席。
蔡文龙,55岁,安徽高级官员,多家国有公司的名誉主席,上周因挪用公款而被判处死刑。国有媒体报道,他盗用挪用公款约500万美元,在股票和期货市场损失了高于4380万美元的国家投资基金。
两名共产党高级成员因滞留法国而被开除,新华社报道,他们其中的一个回到了中国,而另外一个则仍然滞留国外。
另外,黄松友,原最高人民法院副院长仍然处于纪检委的调查中,他是在今年10月因受贿而被免职的,新华社报道,这是自1949以来被开除的最高级别司法官员。

香港的「廉政公署」值得參考
有一條“財產來源不明罪”就是針對fb問題的公務員:
只要被發現擁有「與正常薪俸(收入)不相當的」財物、金錢,就有義務“交待”財務來源
交待不清就是犯罪

香港別的問題不說…這個招數是值得參考的

當然也不是有了這套辦法就沒有貪腐問題…要貪污的人花樣是很多的

但是没有用,你怎么知道他帐户有多少钱。还可以有人头户不是(跟阿扁学)
