The resolution backed an Arab League plan calling on President Bashar Assad to cede power. In the Syrian city of Homs, shelling leaves 200 dead, activists say.

A United Nations resolution that Washington and its allies called the best chance to stop Syria from sliding into full-fledged civil war went down to defeat, dashing hopes for a political settlement as death tolls soar in the strategically situated Arab nation.

Security Council vetoes by superpowers Russia and China on Saturday doomed the measure, which condemned a Syrian crackdown on dissent and backed an Arab League plan calling on President Bashar Assad to cede power.

The collapse of the peace initiative came despite President Obama's strongest condemnation yet of what he called Assad's "killing machine."

"Assad must halt his campaign of killing and crimes against his own people now," Obama declared before the vote, reacting to accounts of an overnight shelling in the restive city of Homs that opposition activists said left at least 200 people dead. "He must step aside and allow a democratic transition to proceed immediately."

Instead, the veto by Russia and China threw a lifeline to Assad, whose family has ruled Syria for more than 40 years through deft manipulation of regional intrigues, an essential skill for a nation in a volatile region, bordering Israel, Iraq, Turkey, Lebanon and Jordan.

The vote would seem to signal a death knell for the Arab League's peace road map, hammered out during months of negotiation. There is no other pending peace plan.

That leaves the United States and its allies with few options for halting the bloodshed. The U.S. and Europe have already imposed a variety of economic sanctions on the Assad government. But observers say Assad is convinced his regime can survive the sanctions regimen, despite the country's steep economic downturn since protests began.

The conflict in Syria has increasingly taken on the trappings of a civil war. The rebel Free Syrian Army says it has thousands of defectors and other volunteers under its command and is committed to armed struggle against the Assad regime. Rebels have been able to occupy towns and neighborhoods in recent weeks, at least until troops arrive with tanks to drive them out.

Meanwhile, Assad's military, while stretched thin, remains a formidable force. The army and intelligence services are mostly under the control of loyalists of the president's Alawite sect, an offshoot of Shiite Islam.

Some diplomats voiced the hope that a revised version of the U.N. resolution could be proposed at some point. But after two joint vetoes — the Russians and Chinese blocked an earlier resolution on Syria in October — there is no guarantee that a consensus can be reached on any wording about Syria.

The Arab League plan remains in place, at least theoretically. Arab diplomats could choose to send in new observer teams or try to bring Syria back to the negotiating table. But it is not clear whether cooperation would be forthcoming from Syria or the Arab countries, which pulled their observers after complaining that Assad's government was doing little to stop the violence.

The U.N. vote Saturday was a stinging rebuke for the United States and its allies, who had expressed hope as recently as late Friday that Russia might be persuaded to join the resolution, or at least abstain.

Diplomats had worked intensely for days to hammer out a compromise acceptable to Russia, removing threats of economic sanctions and an arms embargo against Syria and ruling out Libya-style U.N.-sanctioned international intervention. But it wasn't enough.

Washington's U.N. ambassador, Susan Rice, said after the vote that the United States was "disgusted" y the veto, but vowed that the Obama administration would "ratchet up the pressure on the Assad regime until finally the people's voice prevails."

As the U.N. vote unfolded, Western and Arab diplomats were ultimately unable to allay Russia's fear that the Arab League's plan was a blueprint to oust Moscow's last major Arab ally and replace his government with a more pro-Western administration.

The Arab League plan backed by the U.N. resolution called on Assad to relinquish power to his deputy. That step was envisioned as a prelude to internationally supervised elections and a transition to a democratic, representative government.

The Russian U.N. ambassador, Vitaly Churkin, complained that Western nations had undermined the chance for a political solution by "pushing the opposition towards power."

The U.N. resolution would have condemned the Syrian government's "widespread and gross violations of human rights." Russia sought equal condemnation of Assad's armed opponents, a stance deplored as "reprehensible" by Rice. The Russians also complained that the plan would have obliged the government to withdraw its forces from cities and towns, but no such requirement was imposed on insurgents.

"When the Syrian government forces were pulling out, armed groups were pulling in," Churkin said.

Eager not to be seen as obstructing peace efforts, Russia announced that two of its top officials — Foreign Minister Sergei Lavrov and Mikhail Fradkov, head of the foreign intelligence service — will meet with Assad in Damascus, the Syrian capital, on Tuesday. However, there was little hope in opposition circles that Moscow would take a harder line in pressuring Assad to negotiate, or to temper the regime's military crackdown.

I say, thank
you China thank you Russia, your double vetos today saved the lives of hundreds
of thousands of Syrians, nato killed in Libia more than 130.000 of civilians
and destroyed tens of billions of $ of infrastructure and got Libia back 70
years, these according to european indipendent sources, all these crimes
through a simple U.N. resolution to create a no fly zone only for protecting
ciilians which was explained from Nato in a different way,

Right, US AND ITS ALLIES DIDN'T CARE, THEY CARED ONLY FOR A REGIME CHANGE AND CHEAP OIL OUT OF LIBYA.
Israel supports to syrian oppositions are bogus since israel massacred Palestinians seeking for democracy and freedom.

Assad Supporters Celebrate Russia and China Veto 2/5/2012
Supporters of Syrian president Bashar al-Assad take to the streets to thank Russia and China for U.N. resolution veto.

THE VETO IS LOGICALLY RIGHT OTHERWISE IT WOULD BECOME AN EPIDEMIC OF A REGIME CHANGE IN A NATION US AND ITS ALLIES JUST DON'T LIKE. IT'S GOTTA BE STOPPED !

Fact speaks for itself as with Libya, Iraq and Afghnistan.

If Red China is not a threat to the World, then why did tens of thousands of American soldiers die in Korea and Vietnam? America seems to have forgotten its passion for such things as human rights and dignity in exchange for some greedy business deals with the brutal Chinese Communist Party.
There is a rebellion in Red China right now in a small village of twenty thousand where the Party did an unfair land grab. The people of the village sent a rep to Party Headquarters to negotiate and the Party tortured him to death. Absolute power corrupts absolutely.
The heinous Party is also attempting the genocide of tens of millions of innocent Falun Gong practitioners whose only crime is to practice truthfulness, goodness and tolerance.
Just my understanding, thank you.

Over 58,000 American troops died in Viet Nam because the US refused to allow the national reunification elections to take place in July 1956 per the 1954 Geneva Accords. And, why didn't America permit the election?Because America was convinced that Ho Chi Minh would win by a huge majority and the country would be reuntied as it rightully should be under a Communist Government.
Had the election been permitted to take place, we would not have fought that long war of choice, there would not be a wall in DC with over 58,000 names on it, and over two-million Vietnamese would not have been killed.
Amazing, that the world's champion of democracy simply refused to let the 1956 election take place.Instead, we decided to give them our form of democracy even if it killed them.

China and Russia come across to much of the world as the good guys by voting against the UN resolution.Their veto certainly put a crimp in the US and NATO's plan to start another bombing campaign over Syria like they did in Libya.

The world is becoming multi-polar and that is a good thing.
The U.S. has no right to preach "human rights" as it simultaneously supports an Islamic dictatorship in Saudi Arabia. This Saudi regime oppresses women and kills pro-Democracy dissidents (cut their heads off).
The United States killed numerous thousands of civilians during "Shock and Awe" in its bombings of Iraq.
The United States runs rogue prisons at Guantanamo Bay, Abu Ghraib, and supports "rendition" to send people abroad to be tortured (either by "waterboarding" of who knows what else).
The United States is not a nation of peace, but a rogue state of terrorists. Among the terrorists of the world, it rules supreme as the World Champion.

US has still unfinished business in Libya, Afghanistan and Iraq after US made regime change, those country are still in turmoil as now, don't meddle in Syria's internal affairs.
Yes, there are some people got killed in Syria, but these folks are rebels against the legitimate Assad Goverment. Like in Libya, they refused to talk with the Syrian goverment, only demanded President Assad to step down, just like In Libya. Just because some rebels are dead DOESN'T MEAN THAT PRESIDENT ASSAD MUST STEP DOWN because the rebels don't represent the majority people in Syria. LOOK AT LIBYA, NATO ABBUSED THE UN SECURITY COUNCIL TO SAVE LIVES INTO KILLING PRESIDENT GADHAFI WITH MANY CIVILIAN DEAD AN NO ONE COMPLAINED IN THE UN. AFTER REGIME CHANGE IN LIBYA, WHAT IS HAPPENING NOW ? US AND ITS ALLIES HAVE UNFINISHED BUSINESS IN LIBYA WHICH IS STILL WITHOUT AN ELECTED PRESIDENT, ARE PLUNDERING THEIR OIL, AND LIBYA NATIONAL COUNCIL ARE UNABLE TO FORM A GOVERNMENT AS OF NOW AS FIGHTING CONTINUES SINCE THEY ARE OF NOT THE MAJORITY PEOPLE IN LIBYA. LIBYA IS IN TURMOIL FOR MANY MANY YEARS MORE. US AND ITS ALLIES INTERFERENCE IN SYRIA MUST BE STOPPED NOW! US WANTS HAMAS BASED IN SYRIA TO BE KICKED OUT OF SYRIA.

The headline should be "Russia and China veto new USA resolution." No one who knows the history of the US, and its giant aircraft carrier, the British, can take the reported outrage of these two countries very seriously.

Remember the US is the country of the Gulags and Guantanamo, of human rights abuses and war criminals, all miraculously kept out of the reach of the UN General Assembly and World Court and ICC ; the UK played bloody claw in hand in being our number 1 ally in these ventures, and none of their leaders have been indicted either. And make no mistake if the tables were turned, and it was a "constitutional monarchy" among Bush's Axis of Evil, not only would the prime minister suffer a drone attack but also so would its queen.

That the LA Times can report this with a straight face and not highlight this, or the US cosy partnership with the brutal Saudi royals says a lot about the character of this paper, and its trustworthiness.

The US cares about human rights and democracy as much as the Times cares about honest reportage
