BEIJING—China's banking regulator has drafted rules to stop banks from charging their customers excessive fees, which have become a focus of rising frustration in a country where customer service is seldom a priority.

监管部门对一些项目实行政府定价、政府指导价是遏制一些银行乱收费的有效手段，有助于保护金融消费者利益。
