Japan could consider joining a China-led development bank if it could guarantee a credible mechanism for providing loans, Finance Minister Taro Aso said, the first time Tokyo has signaled it could be part of the institution led by its arch-rival.日本财务大臣麻生太郎表示,如果能保证具备提供贷款的可靠机制,日本可能考虑加入由中国主导的亚洲基础设施投资银行(亚投行)。这是日本首次暗示可能加入该机构。
Around 30 countries, including Britain and Germany, have decided to participate in the Asian Infrastructure Investment Bank (AIIB), while the United States, Japan's main ally, has urged countries to think twice before joining, citing worries about governance and environmental safeguards.包括德国和英国在内的大约30个国家已经决定加入亚投行,但日本的主要盟友--美国则敦促各国在加入前三思,质疑新成立的亚投行在治理以及环境与社会保障方面能否遵循高标准。
The AIIB could emerge as a rival to the Asian Development Bank, the Manila-based multilateral institution dominated by Japan and the United States, and the World Bank, some analysts have said.部分分析师表示,亚投行可能成为日本和美国主导的多边机构--亚洲开发银行的对手,并可能与世界银行竞争。
Aso underscored the need for the China-backed bank to have the board of directors screen and approve individual cases in deciding provision of loans.麻生强调,在决定是否提供贷款时,亚投行应该让董事会负责检查和审批。
"We have been asking to ensure debt sustainability, taking into account its impact on environment and society," he told reporters after a cabinet meeting.“我们一直要求确保债务可持续性,并考虑其对环境和社会的影响,”他在内阁会议后向记者称。
