Policymakers Panicked as China Rare Earth Ban Extends to the West

China for months has blocked shipments of rare earth metals intended for Japan in retaliation for a regional dispute. Now, China appears to have expanded its rare earth embargo to include Western countries - a move that has U.S. and European authorities scrambling to formulate a backup plan.

Rare earth metals are essential to the production of high-tech devices like computers, display screens, smart bombs, and hybrid-car batteries. And despite their name, rare earth metals aren't particularly rare. However, they are difficult to produce and many rare earth production companies have moved their operations to China to capitalize on cheaper extraction costs and the nation's commitment to growing its alternative energy sector.

China, which has one-third of the world's rare earth deposits, accounted for 97% of global production last year. Of course, the near-total monopoly China wields over the sector wasn't a major concern until just a few months ago when the country cut its production and export quotas.

China Is Said to Resume Shipping Rare Earth Minerals

The Chinese government abruptly ended on Thursday its unannounced embargo of exports of crucial strategic minerals to the United States, Europe and Japan, although shipments to Japan still encountered some difficulties, four rare earth industry officials said.

After blocking shipments of raw rare earth minerals to Japan since Sept. 21, and to the United States and Europe since Oct. 18, Chinese customs officials, without explanation, allowed shipments to resume to all three destinations, said industry officials who insisted on anonymity because of the diplomatic sensitivity of the issue. Resumed shipments to Japan still face additional scrutiny and some delays.

washingtonindependent.com10月28日评论纽约时报的报道

The report comes just after Secretary of State Hillary Clinton announced that she would discuss the issue with Chinese officials on a trip to Asia this week.

While China may no longer be blocking the shipments, the country has made its point loud and clear: China has the power and the United States doesn’t. It’s an uncomfortable position for the U.S. government to be in. Because China is estimated to control 97 percent of the world’s rare earth element production, it controls supply. The United States is very dependent on rare earths. They’re used in hundreds of everyday consumer goods, as well as military and clean energy technology.

So don’t expect concerns about rare earths to disappear. It’s likely to remain a top priority for lawmakers like Rep. Edward Markey (D-Mass.) and Sen. Lisa Murkowski (R-Alaska) (assuming, of course, that she wins re-election).

China says it won't use rare earth metals as bargaining chip

China said on Thursday it will not use its dominance of supplies of rare earths as a bargaining tool with foreign economies, and the United States said it hoped trade in the high-tech ores would continue as normal.

China rare earth quota prices up as exporters jostle

China sharply cut quotas to export rare earths in the second half of this year, after leaving them unchanged in the first half, catching international traders off-guard. Only a few authorized exporters still have quotas left for shipment. The shortage -- and cost -- of quotas has helped drive smuggling.

Clinton Presses, Courts Beijing

How about pressing our dim wit of a president to allow us to mine Rare Earths in the USA, wherever they are!

How many times over the past ten years have we 'pressed' China on important issues? How many times have we been successful? Or better still, have we ever been successful? Diplomacy that depends on 'empty pressure' have the same odds as that proverbial snow ball in he__.

US does not allow sale of anything to China related to weapons making. The precision weapons are dependent on REE. But capitalist China does not care even US is threatening China all the time. China just wants the money, the dollar US printed, costing 2cents to make a $100 bill. It will sell everything if the prise is right, unlike some of the Americans only sell morals and conscience. Ms. Hillary is a bit sneaky, I mean smart. Why does she sell China some weapons containing REE, if she wants REE?
