Prime time in China may look more like this: Chinese President Hu Jintao, right, meeting with North Korean dictator Kim Jong-il last year.
China has tightened the limits once again on the nation’s broadcasting media — and online critics aren’t pleased.
Beijing’s top television regulator said on Tuesday that it would cap the number of entertainment programs that the nation’s 34 satellite channels can air during prime time at two each week beginning next year. In its statement, the State Administration of Radio, Film and Television – known as Sarft – cited a desire to limit “excessive entertainment” and “low taste.”
The new limits could mean curtains for a number of popular shows. Like their counterparts in the U.S. and Europe, Chinese broadcasters lean on talent shows, matchmaking shows and other reality programming to draw eyeballs. But because Beijing’s limits are already strict, China lacks gritty dramas such as “The Sopranos” and “Breaking Bad” or edgy comedies like “The Simpsons,” so its commercial broadcasters rely even more on reality programming.
(One notable exception – the housing drama “Dwelling Narrowness”, which struck a chord for a public worried about property costs – was canceled and later criticized by officials.)
Online reaction on China’s Internet was largely critical, both of the new rules and of an editorial in the People’s Daily official Communist newspaper that supported such a move.
“Cultural reform has mutated into the Cultural Revolution,” said Wu Jiaxiang, political commentator and former visiting scholar at Harvard University, on his verified Sina Weibo microblogging account.
“Don’t take this lightly. The Cultural Revolution started with the criticism of ‘Hai Rui Dismissed from Office,’” Zhao Chu, a military expert and newspaper columnist, wrote on his verified Weibo account, referring to a 1959 Peking Opera play about an upright Ming Dynasty official that was criticized by the Gang of Four in 1965 as a veiled lionization of one of Mao Zedong’s political rivals. “If we don’t resist this so-called cultural revolution and cultural construction, it could quickly turn into the most violent and cultureless of movements. Cultural and intellectual tyranny is the foundation of despotic violence.”
According to the official Xinhua news agency, Sarft said the channels can show only nine entertainment programs in total. The regulator encouraged the channels to add news and educational fare as well as documentaries.
The decision follows a meeting of senior Communist officials last week in which cultural issues appeared to dominate the proceedings when many observers expected political jockeying instead. The emphasis on culture is widely seen as an effort to keep passions level in the run-up to next year’s big once-a-decade leadership shuffle.
Already, official pressure has led to the cancellation of “Super Girl,” a Chinese version of “American Idol,” while a popular transsexual host of a talent show also said she forced off the air by censors. Internet users have felt some pressure too, as Sina Corp., which operates Sina Weibo, has recent said it formed a group to monitor the service for “harmful information” or “rumors” – code words for topics unpalatable to officials.
