The new bill defines domestic violence for thefirst time and offers clear guidance on restraining orders. 新法首次明确了家庭暴力的定义，还同时清楚地规定了限制令。
Activists have welcomed the move but say the lawdoes not go far enough. 活动人士对此举表示欢迎，但称此法仍未够深入。
Nearly 40% of Chinese women who are married or in arelationship have suffered abuse, according to state media. 根据官方媒体报道，进40%的中国已婚女性或处于家暴的关系中。
Domestic abuse has long been seen as a privatematter in China despite thescale of the problem, says the BBC's Martin Patience inBeijing. BBC记者Martin Patience在北京报道，家庭暴力尽管问题严重，在中国一向被视作私事。

Without a legal definition of the term, victims have found it difficult toget justice. 没有一个对“家庭暴力”法律的定义，受害人很难伸张正义。
