Dear Mr. John Gormley,
Your comments about China on the 12th April were based on biased media reports of China; They were inappropriate and offensive to China and the Chinese people. They also endangered the Irish neutrality policy and greatly damaged the Chinese Irish relationship.
First, to say that Tibet is a country is simply wrong. Being a minister for the state you should know that the Irish Government has never recognized Tibet as an independent country.
Second, it would appear that you have never being to Tibet, if you had, you would have seen firsthand that the Tibet Autonomous Region. The Tibetan Chinese are not ill treated by the other ethnic groups of China, nor by the Chinese Government. Please read these facts:
1. Taxes in Tibet are virtually nonexistent; Tibetan farmers, unlike those in the interior of China, receive tax-free leases of land, and a preferential tax code has been established to encourage business. Low-interest loans are available and business imports from Nepal are duty-free. Despite the dearth of local revenues, government investment is steadily developing a modern infrastructure. From 1952 to 1994 the central government invested $4.2 billion in the region, and in 1994 Beijing initiated sixty-two major infrastructure projects for which the eventual investment is expected to be more than $480 million. It is estimated that more than 90 percent of Tibet's government revenue comes from outside the region.

3. Since the liberation of Tibet, for the first time in Tibetan history, ordinary residents of Tibet could have a say in the running of their government. This is one news report of a local election in Tibet. http://news.bbc.co.uk/2/hi/world/monitoring/36651.stm
4. Frankly speaking, Han Chinese and Tibetans are not treated equally; the minority groups in China are treated more favorable than the Han people. (China majority population)
The One-Child Policy does not apply to Tibetans; it only applies to Han people.
Tibetans are entitled to have more statutory holidays than Hans.
Tibetan secondary students who sit their university entrance exams are given extra points.
Mr. John Gormley, you are an adult, the leader of the Green Party, a TD, and a Minister of the state. You should be responsible for your own actions, and not afraid to admit your wrongness.
I ask you to issue a formal statement to apologies to the Chinese ambassador, the Chinese communities in Ireland, the Chinese people and China.
The RTE and the http://www.Independent.ie opinion polls showed that the majority of the people in Ireland disagree with your actions and behavior.
I sincerely urge you to apologies.
