On The Front Line In China: An Illinois Mayor's Search For Investment

Rockford may have the highest unemployment in Illinois but it has at least one thing going for it:  friends in China, the world’s fastest-growing major economy.  The city has attracted investment from China’s Wanxiang Group, one of the country’s largest non-government-controlled conglomerates.  Wanxiang’s chairman Lu Guanqiu ranked no. 21 on our new 2011 Forbes China Rich List with wealth of $3.1 billion.

And it also has a mayor out trying to bring back even more Chinese money and business to the struggling city.  Mayor Lawrence J. Morrissey is traveling across China this month on his fourth visit to the country, spending part of his trip with a large delegation that includes Illinois Governor Pat Quinn.  

On the ground here, trying to attract Chinese money makes easy sense because the country today has ample capital and is looking to expand abroad.  Yet how does Morrissey justify his trips to voters back at home at a time when the city’s economy is weak?  “It’s not a junket. It’s not a vacation. It’s because we need that face-to-face interaction with the Chinese, much the same like we would want it back in the States if somebody was coming to us proposing an investment,”  he says. “It’s probably not going to happen the first time you meet them. So, by meeting with the chairman of the board of Wanxiang in China on multiple occasions, I think that absolutely helped them understand that we were going to be a safe place to invest and a good long term place to invest.”

He’s also here to visit a new factory in the central Chinese city of Xi’an invested by Hamilton Sundstrand, a subsidiary of United Technologies that has a large presence in Rockford.  “I’ll be visiting that plant,” Morrissey says, even though there may be some political risk in doing so.  “Our private sector businesses like Hamilton Sundstrand love to see American governmental officials coming over here because quite frankly, most of them don’t. They are afraid of the image. They are afraid that they’ll get criticized politically for coming here. To me, I keep saying, ’What are our choices?’ Right now, Rockford’s got the highest unemployment rate in the state of Illinois. We either sit back home and cry over our beers or get busy. In engaging the worldwide marketplace, there’s an opportunity to create jobs back home.”
