Chinese-African attitudes Not as bad as they say

But that was in 2007, when Mr Sata, as leader of the Patriotic Front, then Zambia’s main opposition party, was eager to tap into growing resentment against Chinese investors in the copper-rich former British colony. He accused them of paying slave wages, of flouting basic safety and environmental standards, and of corrupting African leaders across the continent with their multi-billion dollar “no-strings-attached” deals. China threatened to break off relations with Zambia should Mr Sata ever be elected.

Today, with the 74-year-old as president, the tone has changed, on both sides. China is now the world’s biggest consumer of copper, Zambia’s chief export. As usual, it is ready to work with whoever is in power. Mr Sata’s first official appointment after his inauguration on September 23rd was with China’s urbane ambassador, Zhou Yuxiao, who delivered a letter of congratulation from his own president, Hu Jintao. Though Mr Sata repeated his complaints about the Chinese paying low wages and taking jobs Zambians could do, he was more welcoming than previously.

He is too savvy a politician not to realise how much this impoverished country of 13m people needs China’s cash. Over the past decade, the Chinese have invested over $2 billion in Zambia, the GDP of which is only $16 billion. More than half of that came in last year. And China is committed to pouring in billions more. There are now about 300 Chinese companies in Zambia, most of them privately owned, employing around 25,000 locals. Standards differ: some companies treat their workers badly, but most of the big state-owned companies genuinely seek to respect local labour laws.

“We are learning,” says Mr Zhou, with an apologetic smile. In the past, he admits, mistakes were made. An explosion at a Chinese explosives plant in 2005, which killed 51 Zambian workers, and last year’s shooting of protesting Zambian miners by Chinese managers at the Collum coal mine, wounding 11, certainly tarnished China’s image.

The Chinese are exasperated by the way in which they have been singled out for criticism, particularly in the Western press. Mr Zhou says this is mainly due to Western fears of China’s economic and political resurgence. But cultural and linguistic barriers also play a role. The Chinese, most of whom do not speak English, tend to be reserved, to live separately in compounds behind high security walls and to go straight home after work rather than prop up the bar with the locals. Generally hard-working, disciplined and dedicated to getting the job done, they are often puzzled by what they see as the Zambians’ often lackadaisical attitude to life.

If the Chinese laborers and merchants kept largely to themselves there wouldn't be as much tension. The source of bad relations is not the self segregation of Chinese laborers but the interaction of people who are culturally alien to each other. The more they interact with each other the poorer relations will become. To say otherwise is like saying school busing in America has helped improve race relations.

China is currently one of the top nature resources consumer in the world. Most african countries are producers of such resources and heavily rely on it. So most leaders will promise that they will reject china's offer before they were elected and accept the offer after they actually got elected. Because no African government can withstand the attraction of Money.

Sata is too savvy a politician not to realise how much this impoverished country of 13m people needs China’s cash, i Think He should talk of exporting finished products rather than RAW, which are cheaper...That way Zambia Will Grow...Big time...Botswana is a living example Next door..

China is currently the second economic entity in the world, and it is still rising. China has more than 1.3 billion people, as a result, they need more resources. Africa is a place rich in resources and cheap labors. China seeks that opportunity to get as more resources as possible with least amount of money. The presidents know that they are losing their own resources but they have no choices. With the attraction of money and the willing to make a better life for their people, they have to give sacrifice. At the same time, countries like China are helping them building schools and utilities as well. These can also relieve their economic crisis.

This article further supports how China is growing into a global superpower. Only a few years ago the African government seemed to oppose China's attempt in investing, however in such a short time it appears that the benefits of these investments can lead to support. At such a rapid pace, China is definitely on track to be one of, if not the, biggest economy in the world.

Segregation leads to worse things than integration. The initial reaction of two different peoples can be quite harsh, but afterwards things cool down. Forced busing didn't solve the problem in the US, but it helped overcome one barrier that nobody wanted to cross. Within a decade, things normalized. If each race or people group remains isolated, prejudice and racism tend to flourish and become far more extreme, with no opposing ideas or influence to cool passions.

It's easy to talk, but it's not so easy to actually follow up with action. Zambia and other countries in Africa are never going to turn down China, regardless of how poorly they feel they are being treated. Money generally trumps hard feelings on a international scale and this is no exception, Africa needs China, more than China needs them.

Zambians often lackadaisical attitude to life... I as a lackadaisical Zambian can offer some insights into this attitude
1) Zambia has a near perfect climate, a truly Goldilocks land that is neither too hot, nor too cold, nor too wet, nor too dry (except October). Who feels like being really active when it is gorgeous outside and just right for lying in hammock or possibly kicking a ball around
2) Zambians love football more than work
3) The Zambian beer, with its excellent water, malt and maize is really good
4) Zambian ladies are very attractive and men would rather spend their time chatting them up
5) Zambian men are the Adonises of Africa and the ladies would rather spend their time enjoying the advances of these attractive Zambian men
On a more serious note:
1) Malaria is a massive issue and people are often sick
2) malnutrition is a major problem (though actual starvation is relatively rare)
3) A poor education system means that people are ill equipped to frame their desires and understand that hardwork is the means to a successful life

4 赞比亚女人可是相当妩媚动人的,这让赞比亚的男人们每天要花大把时间追着她们搭讪。
5 赞比亚男人可都是非洲大地上的阿多尼斯(注:希腊神话人物,植物之神兼美男子,俊美异常,爱神维纳斯对其一见钟情)这也让女人们每天会去花大把时间流连于这些迷人的异性之间。
嗯~再说点儿严肃的:
1 疟疾是一个严重的问题,人们经常会因此生病
2营养不良也是一个主要问题(真正的饥荒还是比较少见的)
3 落后的教育系统导致人们不能很好的克制自己的欲望,同时也使他们不能很好的明白只有通过勤劳的工作才能过上好日子这样的道理。
赞比亚,好运伴随你,你那安静平和的样子总能让我着迷。

This seems to be a problem that Africa as a whole will have to overcome. I read mention in a previous comment that they should quit exporting raw materials to China and manufacture them in Zambia. This would be great, but then they would be competing against China, and that is something that no one seems to be able to do very well that is compounded by the fact it is a landlocked country. China probably also has deals with it's boarding states just so it can get the materials out. If they tried themselves to get the goods out they would be in much hotter water. But back to why Africa would have to get out of this cycle as a whole. Take Southeast Asia as a whole, whats the best reason they have become important at all. Because of ASEAN, The African Union's economic sector would really have to step to become more of trade bloc type of system. This would help tie the states together in a way that they actually could get out of the peripheral. Then they would have some leverage against the Chinese. But as it stands a landlocked African country will have to give in to whoever the core state is that is trying to extract from it, no matter who is in charge.

As China has the biggest population in the world, they demand more resources. Africa produces these resources, such as copper, that China is in need of. African countries, like Zambia, do not want the Chinese in their country because they feel like China is simply taking advantage of them. However though, no country can resist money. Zambia relies on the money that China gives for purchasing copper. It is true that Mr. Sata criticized China, but because of the wealth China has and its trade with Zambia, Mr. Sata has no choice but to accept China. In my opinion, if one of top economies is trading with you, it would be the smart move to improve relations and not harm the trade line with that wealthy country.

Sata has a fine line to walk with the Zambian natives. He shouldn't have made promises he knew he couldn't keep while running for office (but hey, what politician doesn't?), so now he has to deal with the backlash from his people. Maybe instead of hoping to get China out of Zambia he should strike harder deals with them--a higher percentage of Zambian workers in the Chinese companies, minimum wages, education stipends, ect. It's the least China can do, considering Zambia certainly drew the shortest straw in this business deal.

The economist is a Britain magazine and often misleads readers by British interests.
While copper is exported to China in large quantities,but Zambian mining official datas show that China companies only own two big copper mines in the country,only product about 30% of copper output – a much smaller presence than that of British or Australian companies.In the top ten copper mine enterprises,only a China company(NO.7),most are Britain and Australia country,the largest copper mine company is an Indian conpany,producting more than 200,000 tons copper one year,account for 30% of output in Zambian.
1)The author wrote,"Over the past decade, the Chinese has invested over $2 billion in Zambia, the GDP of which is only $16 billion."
-------It also misleads readers,even by its logic,is is also only $200m one year.As it says,"More half of that( China investment) came in last year." In fact,is means that China only invested $100m one year in past decade.
2)The author wrote,"China is now the world’s biggest consumer of copper, Zambia’s chief export. As usual, it is ready to work with whoever is in power."
-------The datas,released by the bureau of Zambia, can tell readers who is Zambia’s chief export.For example,The export datas in May shows that the NO.3 is South Africa(9.9%),NO.2 is China(14.6%),Who is NO.1(56.3%),the chief export? You guess!
-------Britain is alway Zambia's economy real ruler! As an old colonist,Britain have never left Zambia for a second in last 150 years!It fears that more rivals in Zambia. But I believe that Zambia can benefit more from more rivals and more intense competition in Zambia which Sata will recognize gradually.Maybe,Sata still is a Sinophobe,but I am sure that one day China wants to leave,he will fight hard to keep China companies staying in Zambia,not for China,just only for Zambia's interests.

I have to correct the datas,in the sentence "Zambian mining official datas show that China companies only own two big copper mines in the country,only product about 30% of copper output"
The right data is about "5%",not "30%" ,the china companies only account for 5% of copper output in Zambian. In top ten copper companies in Zambian,most are Britain and Australia companies,except the largest one,an India company.

我来更正一下我上一个回复的数据
“但其官方矿业数据显示,中国企业在赞比亚全国只拥有两家大型铜矿,铜矿石产量只占赞比亚全国产量的约30%”
正确的数据是5%,不是30%,中国公司铜矿石产量只占赞比亚全国产量的约5%,在铜产量排名前十的公司中,除了最大的那家外,大多数是英国和澳大利亚的公司,最大的那家是印度的。

As for copper industry, although more and more copper in Zambia will been exported to China,but now South America countries such as Chile,Peru still are mainly copper sources for China.China aslo imports copper from many rich-copper countries such as US,Canada and Russia etc.The new huge copper reserve in Mongolia also will been exported to China in next few years.With the development of exploration technology,more and more countries join in the copper industry,the world copper reserves is rising by rate of 5% year by year,bigger than exploit's rising rate actually.
Now the biggest variable for copper industry is that the world economic trend,if the world economy is in recession,copper will be surplus again and fall in a very long economic cycle just as macro-economics textbook's described.

Once again, we see how great the connections among the world are. In this case we see how Africa depends on China and is forced to form a strong relationship to strengthen their security even if it means giving up their resources. China and Africa are showing an interdependent relationship, however in this case China is the strongest entity even if it's the one requiring the resources.

Often lackadaisical attitude to life - sounds more like a typical European (anyone who's been working class housing project in England or mingled with the filthy rich will know what I am referring to). I guess the only difference is Africans didn't build guns big enough to enslave others, or have the cruelty and viciousness to butcher millions of people. Ah European "civilization." Won't be long now before the pendulum comes full circle. Keep up the arrogance though, it will make watching you people squirm so much more amusing.

@pooker156 I think you will find that the Congolese amongst others have adequately demonstrated 'the cruelty and viciousness to butcher millions of people'. I would also include mutilation and rape to that list.
We are all one human race and we are all capable of both immense good and immense evil. Stop framing things in terms of colour - it is so last century

If you have investors that invest 100s of millions of dollars and do not see any development or growth within the country, what do you think is happening here? I am not advocating for China. However, I think the root of the problem does not stem from greedy Chinese investors. It is the exploitation of labor and resources in a poor country which has poor governance at a political level. African nations are rates low on the Corruption Index over the years. The politicians and local businessmen are more than happy to receive kickbacks and sell the country to foreign investors. Foreign investment is good for any economy which has good governance, accountable government, sound policies against exploitation of labor and leaders with a vision to develop these nations. Truly this is not the case in most African countries. Only good leaders than love their country more than money can make this happen.
