China's Finance Ministry Urges U.S. to Bolster Dollar (Update2)

June 6 (Bloomberg) -- China has told the U.S. that a strong dollar would be good for the U.S. economy, a Chinese assistant minister at the Ministry of Finance said.
``We have conveyed to the U.S. government that a strong U.S. dollar is in the interest of the U.S. economy,'' Zhu Guangyao said today in Beijing. He spoke at a briefing on the twice-a- year economic-relations meeting with the U.S., known as the strategic economic dialogue, which takes place this month.
The U.S. dollar has fallen 9 percent against the yuan in the past year and more than 13 percent versus the euro as a housing recession sparked a credit crisis that may drive the world's largest economy into a recession. At the October meeting, it was U.S. Treasury Secretary Henry Paulson who told China that a stronger yuan would be good for Asia's second-largest economy.
``China is moving its way into the global sphere and, yes, saying that if others can comment on China policies, then it too will comment on others,'' said Patrick Bennett, a currency strategist with Societe Generale SA in Hong Kong. ``I don't think it's a message that they want to slow yuan gains.''
The yuan rose by the most in more than three months today on speculation China will seek a stronger currency to reduce its trade surplus and curb inflation.
Closing Trade Gap
``U.S. exports to China grew in excess of 20 percent every month this year, while our shipments to the U.S. rose less than 10 percent,'' the Chinese trade ministry's Department of American & Oceanic Affairs Director General He Ning said today. ``If this trend continues, U.S.-China trade gap will close.''
The yuan climbed 0.34 percent to close in Shanghai at 6.9230 per dollar in Shanghai as of 2:54 p.m., from 6.9495 yesterday. China has allowed a 2.7 percent gain over the past three months, making it the best performer among the 10 most active currencies in Asia outside Japan.
``We want a stable global economy and a sustainable U.S. economy,'' Zhu said, adding that China and the U.S. will discuss the U.S. dollar, the crisis over subprime mortgages and the global economic slowdown at the June 17-18 meeting in Washington.
The Chinese delegation, to be led by Vice Premier Wang Qishan, will include trade minister Chen Deming and various officials from China's regulators and the central bank. The U.S. and China will also discuss a 10-year vision that charts the economic relationship between the two countries, Zhu said.
10-Year Vision
The plan, which ``goes beyond the span of a U.S. administration and China's five-year economic program,'' is a ``careful consideration of ways to enhance the long-term and strategic economic policies for both countries,'' including investments, trade and competitive policies and the management of economic cycles, he said.
The two governments will also sign a 10-year environmental and energy plan that was first agreed to last year during a previous strategic economic dialogue, said Ma Xing, a director general at the National Development and Reform Commission, the country's top economic-planning agency.
The environmental plan will reduce emissions, clean up the water and air, while enacting policies to protect endangered species, Ma said.
Chinese officials are likely to stand firm in resisting Paulson's urgings to let the yuan gain faster against the dollar, the finance ministry's Zhu said.
``We have said to the U.S. many times that Premier Wen Jiabao's principle on the yuan reforms is that it has to be gradual, controllable and independent'' and based on China's own domestic economic needs, Zhu said.
