China's U.S. Shopping List Shorter This Year
HONG KONG -
In its latest annual shopping trip to the United States, China signed agreements worth nearly $14 billion late Monday for goods and equipment from U.S. companies.
The buying spree, part of Beijing's effort to reduce its record high-trade surplus with the United States, contributed to an atmosphere of good will during the weeklong conference between top officials from both countries known as the Strategic Economic Dialogue, an initiative launched by U.S. Treasury Secretary Henry Paulson in 2006. The latest round of talks is the last under the current American administration.
But the sum total of the purchase contracts amounts to less than half of what the annual Chinese trade delegation bought a year ago, when it closed a total of 138 deals from its visits to 25 cities in 24 states, spending $32.6 billion. The sharp decline possibly signals cooling Chinese interest in bulk purchases of U.S. goods via official missions, at a time when the focus of attention of both governments is shifting from the issue of revaluating China's currency, the yuan, to liberalizing the investment environment. There may be an announcement later in the week of talks aiming to conclude a bilateral investment treaty.
The latest shopping delegation consists of 120 top Chinese executives, who have signed 71 contracts and agreements with their U.S. counterparts totaling $13.6 billion. Their visit entailed less extensive geographical coverage than last year, just 14 cities in 11 states. China's Ministry of Commerce said agreements were signed in Washington, D.C., and St. Louis late Monday to buy goods in 11 categories, including soybeans (which feature prominently each year), energy-saving electric appliances, chemical products, aircraft propellers, mechanical equipment, telecom and Internet equipment, as well as semiconductors and electronic machinery. The Chinese government highlighted the import of 81,500 American-made vehicles as a result of these contracts.
While neither government provided specifics of the deals signed, the two biggest American automakers stand to benefit. Ford Motor (nyse: F - news - people ) announced concurrently that it plans to sell more than 30,000 North American-built vehicles to China beginning in 2009, as well as transmission components and other parts worth a total of more than $800 million. General Motors (nyse: GM - news - people ) cited an even bigger figure, with sale of auto parts and exports of American-made vehicles to China in the region of $1 billion, as confirmed by company Vice President Ken Cole, speaking to Reuters.
Monday's agreements took a little air out of the ballooning U.S. trade deficit with China, which hit a record $256.2 billion in 2007. In the first five months of the year, bilateral trade grew by 13.3% year on year, to $130.47 billion, weighing heavily in China's favor. China had 9.1% growth in its exports to the United States, reaching $95.51 billion in value; it imported $34.96 billion in U.S. goods and services, but that figure expanded at a swifter 26.3% pace.
The United States is now China's second-largest trade partner, after the EU. It is China's second-largest export market, as well as its sixth-largest source of imports and third-largest supplier of technology.
