BEIJING: For years, major changes in the Communist Party of China have preceded a war on corruption. Anti-corruption drives have been used to smash or weaken political rivals. The CPC today unveiled a new drive that is appears set cause serious tremors in Chinese business and politics at the same time.

The latest ethics code has a 52-point check list, which would make it extremely difficult for vast numbers of party officials to prove themselves to be totally untainted. Two potent diktats: party members connected to business enterprises and real estate deals will be punished.
最新的道德准则有一个52项要点的核查清单，这个清单使大批的共产党官员极其难于证明自己是完全清白的。其中两条苛刻的强权命令是：与企业机构和房地产交易有关系的党员将受到处罚。
"This is a sign of inner party struggle. It is closely related to the succession issue in the Communist Party leadership. This is also an attempt to curb the growing influence of money power in the party set up," Srikanth Kondapalli, professor of Chinese studies at the Jawaharlal Nehru University, told TNN.

"The action shows Chinese president Hu Jintao is finally in full control of the party. There is going to be a scramble among party members to prove their loyalty," a senior diplomat with a western country said on condition of anonymity.

The Communist Party of China Central Committee has amended the ethics code 13 years after it was first established in 1997. The change comes within days of the government prosecutor formally charging Huang Guangyu, who was the richest man in China until 2008, with insider trading and illegal business practices.

The new code, if implemented thoroughly, could mean executions of dozens of people and cause major shake-up in the boards of major Chinese corporations that have worldwide business networks, sources said.

"As an important intra-Party regulation, the code is significant for ensuring clean governance among CPC officials ... and advancing the fight against corruption and building a clean government," the CPC Central Committee said in a circular.

The new guidelines say party members cannot use their influence to benefit their relatives and "special concerned persons" in terms of employment, business or stock trading. The new term, "special concerned persons" might include friends and associates and make large numbers of party members extremely vulnerable to investigators.
这些新指导方针表示，党员不能利用个人影响在招聘、商务和证券交易中为亲属和“特殊关系人员”谋取利益。“特殊关系人员”这个新用词可以包括朋友和同事，从而使得一大批党员将在调查人员面前不堪一击。
It is well known that a vast number of successful entrepreneurs who have dazzled the world with their ability to produce and export are closely related to powerful members of the CPC. The booming real estate business is closely connected to politics because of its basis on cheap land allotments done by municipal governments, sources said.
众所周知，一大批以自身生产和出口能力在世界上成为亮点的成功企业家都和中国共产党权势成员间有着密切的联系。如日中天的房地产交易和政治紧密相关，因为它是以市政府廉价分配土地的方式发展起来的，有消息称。
He Guoqiang, who heads the CPC Central Commission for Discipline Inspection, told the official media that the party will curb the practice of some members to use accept money or gifts under different names and of using public funds to their own end.
中纪委负责人贺国强告诉官方媒体，党将控制一些党员以各种名义收取金钱、礼品和私自挪用公共基金的贪腐行为。
Party leaders have been cautioned against engaging in profit making activities like establishing enterprises, registering companies outside the Chinese mainland. Owning stocks or bonds of non-listed companies, or taking part-time jobs in enterprises or social organizations have also been banned, He said.
党的领导人们已经对从事于在中国大陆以外地方创建企业、注册公司之类的市场赢利活动提出了警告。拥有非上市公司股票或者债券、在企业或社会组织从事兼职工作，也是被禁止的，贺国强说。
They cannot spend inappropriately large sums of government funds on the purchase of vehicles, office receptions, construction of office buildings, high-cost recreational activities, as well as overseas tours, the circular said.

其次这更多的是一种姿态，对基层党员的一种姿态，也是对民众的一种姿态

的确，反腐就是权力斗争 一切意识斗争的实质都是权力斗争如果胡不能引导全党的话 没有控制力的话 即使他的做法是对的 也不免会遭到各种理由的弹劾反腐要慢慢来 温火炖 任何国家 任何时代 腐败都不可避免 反腐过激长时间会导致激烈的党派斗争（共产党是一群人，不是一个人，入党实质点看只是个名头） 激烈的党派斗争的后果大家应该能想象 不懂的可以去翻明史~~ 说句实在话 这也是我们这个制度的缺陷 不能很好的控制腐败 不能容纳腐败（美国的献金合法） 但我也不得不说 也只有这样 我们才能尽力把握我们的意识导向 才能够让在国际上处于绝对弱势的我们 避开各种意识颠覆 保证国家和民族统一 才能不受侵略 等到我们意识稳定（靠自己的意识思考） 经济繁荣 军事强大 最关键的是技术人才积累超过西方 更为重要的改革就可以开始 但不是照搬西方 怎么改 就让现在的我们讨论吧 连女生手都没牵过的预备党员飘过~~
