美媒：土耳其总理特使遭乌鲁木齐警察拦截 很不满

土耳其各大报刊与电视媒体，星期三分别在显著位置报导了土耳其总理的特使桥拉洋，在乌鲁木齐机场遭中国警察检查的丑闻。土耳其驻北京大使为此将前去中国外交部，要求中方予以道歉。
据土耳其各大媒体2号报道说，就新疆维吾尔自治区首府乌鲁木齐7月5日针对维吾尔突厥人发动的袭击，而作为土耳其总理埃尔多安的特使前去中国访问的国务部长桥拉洋，星期二在结束对乌鲁木齐的考察之后，正准备经那里飞抵土库曼斯坦首都阿什哈巴德时，竟然遭到了中国警察的无理检查。
土耳其媒体说，手持红色、绿色和灰色护照的土耳其代表团本应受到贵宾接待，但却以经济舱的乘客待遇，接受了中国警察的检查。在看到其他土耳其代表团成员接受这一检查后，土耳其总理的特使和土耳其驻北京大使商量了一下对策，随后决定不理睬中国警察的检查，但中国机场官员将他们拦截，结果桥拉洋的保镖和中国警察发生争吵。桥拉洋在谴责这一做法的同时，命令土耳其驻北京大使向中国外交部送交备忘录，同时表示，如果不结束这一情况，他们就不上飞机。而对此也十分恼火的桥拉洋的保镖们，则与乌鲁木齐机场官员发生了口角。
据宣布，土耳其国务部长桥拉洋是应中国外长杨洁篪的邀请，而于8月29日至9月1日间对中国北京和乌鲁木齐进行正式访问的。但在乌鲁木齐机场，鉴于海关人员对穿越贵宾接待室的桥拉洋试图用仪器进行搜身检查，为此，桥拉洋表示不满。而其保镖立即进行了干预，名叫阿克尤的警察长冲着中国警察说，你把手收回来。随后，中国官员和土耳其警察发生了争执。鉴于中国警察要动手，紧张达到了顶峰。
土耳其《新曙光报》对此使用的标题是：“维吾尔人所受到的欺压这回轮到了土耳其国务部长桥拉洋”
消息说，对此表示不满的桥拉洋立即下令，要求陪同他访问的土耳其驻北京大使艾森里立即前去中国外交部送交备忘录，同时写信给中国总理温家宝，转达土耳其要求中方道歉的要求。而为缓和紧张气氛，中国官员来到了土耳其总理的特使身边，但桥拉洋说：“千万别把贵宾车叫来。你们就没有什么贵宾接待室一说，让他们跟我道歉，否则我将取消定于9月份在北京举行的混合经济理事会会议。”。
就为何会出现上述不愉快的场面？土耳其的一家报纸对此使用标题说 “热情的对话，令中国不安。”
消息说，国务部长桥拉洋昨天即星期二参观了维吾尔突厥人密集生活的乌鲁木齐。桥拉洋在清真寺里做礼拜，同时在集市上和维吾尔人个体户进行了长时间的交谈。由于在集市停留的时间过长，为此，新疆政府表示不满。他们向土耳其驻北京大使反应了这一不满，为此，土耳其舆论说，新疆政府的不满通过这一方式表达出来。
截至记者发稿时，正在土库曼斯坦首都阿什哈巴德访问的土耳其国务部长乔拉洋，在回答相关问题时说：“任何人都无权，同时也没有力量敢向土耳其国务部长伸手拦截或阻止其通过。就此事，中国外交官向我多次道歉，但我仍要求我们的外交部和土耳其驻北京大使向中国外交部送交备忘录，以阐明我们的敏感和立场。”

Turkish State Minister Zafer Caglayan, who has red, green andgrey passport, was forced to comply the same procedures with otherpassengers at Urumqi Airport on the last day of his official visit toChina.
Turkish PM Recep Tayyip Erdogan called killings "genocide" during the Chinese crackdown.
He said: "The incidents in China are, simply put, a genocide. There's no point in interpreting this otherwise."
ZaferCaglayan is in China as the special representative of Turkish PrimeMinister Recep Tayyip Erdogan. He is the first Turkish ministervisiting China after the killings of Uyghurs in East Turkistan. TurkishState Minister Zafer Caglayan, who met Wen on Erdogan's behalf,extended an olive branch, according to China's foreign ministry.
Anadolunews agency quoted Chinese Primer Wen Jiabao as saying he was "pleased"with Caglayan's visit to his country as a special envoy of Erdogan,adding that Caglayan's visit was "a sign of importance."
"Apology"
Accordingto Turkish newspaper Milliyet, Chinese police tried to body-searchMinister Caglayan and the Turkish committe that was about to leaveUrumqi to go Ashkabat.
EvenChinese foreign office representatives could not prevent the police'sintervention. Then Caglayan left the passport control point withTurkish ambassador to China Murat Esenli. After some discussions,Caglayan came back to the passport area, but security guards attemptedto search Turkish minister once more. Caglayan's guards had a row withChinese security for a short time.
Turkish State MinisterZafer Caglayan was seen very nervous as he sat in the airport waitingroom, he asked Turkish ambassador Esenli to send a diplomatic note toChinese foreign office and a letter to condemn the incident.
Caglayansaid, "Unless Chinese side apologizes for this disrespect act, I willcall off the meeting of Joint Economic Committee scheduled for thismonth."
Uyghur demonstrators took the streets in Urumqi onJuly 5 to protest against Han Chinese attacks on Uyghurs workers at afactory in south China in June which left two Uyghurs dead. Hans inUrumqi sought bloody revenge two days later.
China officially raised the death toll to 197 in police crackdown, but accepted to kill only 12 Uighurs.
Avideo appeared showing Chinese lynchings that sparked Uyghur protests.Exiled Uyghur leaders said the protests were peaceful until securityforces overreacted with deadly force. |
