THE US has wrapped up unprecedented summit talks with China on the two superpowers' economic and strategic relationship claiming Beijing is willing to become "more integrated into the world economy, more open".

美国就两个超级大国的经济和战略联系,全力以赴和中国举行了空前的对话,主张中国将变得“更加完整,更加开放融入全球经济”

US Treasury Secretary Tim Geithner said last night China had laid out very ambitious reforms to shift its future growth away from export industries that were investment and carbon-intensive.

美国财长Tim Geithner昨晚说,中国信誓旦旦,将进行一项雄心勃勃的改革,将转变经济增长模式,减少有利可图和富碳(污染)的出口业。

Mr Geithner said China was willing to instead accept its economy should rely more on services and boost domestic consumption.

"I think that is a necessary transformation," he said.

His words, reflecting concerns about a huge US trade imbalance with China, came after a two-day dialogue in Washington in which both sides claimed to have reached a "new pattern" of co-operation after years of stand-off.

他的话语,反映了对中美贸易间巨大不平衡的关切,随后在华盛顿为期两天的对话,双方都认为在经过多年的摩擦后,已经开创了一个合作的“新局面”。

They pledged to work jointly to build a strong and stable financial system and to speak more candidly about strategic security issues, chiefly the nuclear programs of North Korea and Iran.

In a memorandum of understanding on climate change that was short on detail but upbeat in committing the US and China to high-level co-operation, the world's biggest superpowers and carbon polluters pledged to work together towards economic growth based on clean energy.

关于气候变化的谅解备忘录,虽然简短,但是高兴看到中美同意高层次的合作,全球最大的强国和碳污染源承诺相互协作,使得经济增长朝基于清洁能源的方向迈进。

Chinese Vice-Premier Wang Qishan, who led economic discussions for Beijing, rated the inaugural Strategic and Economic Dialogue a "full success".

Mr Wang said economic discussions focused on the international financial crisis, and both sides recognised the need to stimulate growth remained their top priority for co-operation.

王先生说这次经济对话主要议题是全球金融危机,双方也意识到合作的首要任务是保持不断的增加经济刺激。

The two sides were firmly opposed to trade protectionism "in all forms" and wanted to work for early success of the World Trade Organisation's Doha Round.

双方坚定反对“任何形式的”贸易保护主义,也一致要求为WTO的多哈回合谈判取得早日成功而努力。


The summit was the result of US President Barack Obama and Chinese President Hu Jintao agreeing when they met in London in April, during the G20 summit, that they needed a broader dialogue on issues of global importance for the 21st century. A previous dialogue initiated by the Bush administration was limited to the economy.

本次峰会是有美国总统奥巴马和中国国家主席胡锦涛在4月伦敦G20峰会会面一直达成的结果,他们需要为21世纪全球重大问题做广泛的交流。起先的对话源于布什政府,对话内容也仅限于经济。

The Washington meeting has been talked up as the prelude to a possible global agreement on climate change to replace the Kyoto Protocol at negotiations in Copenhagen due in December, if both sides can agree on steps to reducing carbon emissions.

The futures of many economies, including Australia's, also rest on the US and China overcoming disputes about their currencies, budget spending and trade rules amid the recession.

China's State Councillor Dai Bingguo, who co-chaired talks on strategic relations with Secretary of State Hillary Clinton, described the dialogue as in-depth and unprecedented in its scale.

Mr Dai said: "China is ready to work together with the US to stay firmly committed to building ... positive, co-operative and comprehensive relations for the 21st century, so that we can bring benefits to our two peoples and our two countries and the whole world, and to our children, and our children's children."

Mrs Clinton suggested a breakthrough had been achieved, based on speaking very openly and finding "strategic trust".

She said Mr Dia's news that he had a new grandson made both sides realise all they were doing was on behalf of their children and grandchildren.

"I said that perhaps at the beginning of every government dialogue, we should all take out pictures of our children and our grandchildren and put them on the tables in front of us to be reminded of what was at stake in our high-level negotiations," Mrs Clinton said.

Despite Mr Geithner indicating China's willingness to move to a more market-oriented financial system, differences remain over the US's belief that Beijing is keeping the yuan artificially low to provide a huge trade advantage. The US also opposes trade restrictions on its manufacturers.

尽管Geithner先生指出中国不怎么愿意实施更市场化的金融体系,对于北京坚持人民币人为贬低来保证巨大的出口优势,也使得美国心存疑虑。美国还反对对其制造业的贸易限制。

The Chinese have their own concerns about stability of the US dollar, the record US federal budget deficit and their stake in US bonds worth more than $US800 billion ($975bn).

中国也有他们关切的事情,就是美元的稳定,创纪录的美国财政预算赤字,和购买的超过8000亿美元(975亿澳元)的美国债券。

Mr Geithner conceded it was very difficult to know what the "new equilibrium" would be for the US economy after recovery from recession, but he believed increased savings by Americans wary of spending would endure. The basic lesson of the recession for the US was to live within its means.

Geithner承认,美国经济从不景气中恢复出来,怎样知道什么是“新的平衡”是一件十分困难的事情,但是他相信通过美国人聪明地花费,增加储蓄也许能度过难关,对美国来说,经济不景气的根本教训就是要量入为出的生活。

He said China had a remarkable record of delivering on commitments to reform, and he was optimistic.

"China will continue to move, as it has, to become more integrated into the world economy, more open," he said. "As you saw ... today, they've laid out a very ambitious set of reforms to shift the sources of future growth away from the kind of heavy investment-intensive, also carbon-intensive, export-intensive sources of growth towards an economy more reliant on services."

他说“中国将一如既往持续前进,是自己变得更完整,更开放融入这个世界经济,正如你所见那样,。。。。今天,他们保证实施一项雄伟的改革计划,转变未来的经济发展模式,从依赖过度投资,富碳(污染)的,出口型的行业,转向更多依靠服务行业”

中国早就该放弃那种靠出卖廉价劳动力来发展经济的模式了,我们的廉价劳动力便宜了他们,低水平的通货膨胀使他们过上了富足的生活,而他们得了便宜还卖乖,指责中国的出口抢了他们的饭碗.有本事你们自己去生产鞋子,衣服等.保证那样的物价让你们吐血.
