China’s G.D.P. Jumps in First Quarter

China’s gross domestic product jumped 11.9 percent in the first quarter of this year over the same period in 2009, the government said on Thursday, pointing to an accelerating recovery from the global economic crisis.

That growth rate, the highest in three years, not only topped most economists’ forecasts, but handily beat the 10.7 percent expansion that had been recorded in the last quarter of 2009.

China’s National Bureau of Statistics also reported that the consumer price index rose 2.4 percent in March from a year earlier, and that the producer price index was up 5.2 percent. Those figures were generally in line with analysts’ expectations.

“The basic conclusion is that the recovery is on track,” said Tao Wang, an economist at UBS Securities in Beijing.
The statistics bureau apparently agreed, repeating in a statement that China would maintain its “appropriately loose” monetary policy and an expansionist fiscal policy.
Ms. Wang said that the comparatively modest inflation figures may dissuade the government from quickly raising interest rates, as many analysts have recently forecast. She added, however, that the low inflation rate stemmed partly from a seasonal decline related to the end of China’s Lunar New Year holiday and that inflation would be likely to pick up in coming months.

The government said consumer prices were “basically stable.” In an apparent indication of its confidence that inflation was in check, the government raised retail gasoline prices by as much as five percent on Wednesday, the first increase in gas prices since in more than five months.
First-quarter growth figures were largely driven by economic stimulus spending, the statistics bureau said.

G.D.P. growth appeared especially high because it was in comparison to a relatively low base in 2009. China’s economy grew by only 6.2 percent in the first quarter of 2009, when the global recession was at its depths.

China’s State Council, a high-level body similar to the White House’s Cabinet, said in a statement issued late Wednesday that “there are still many conflicts and difficulties in the process of economic recovery,” including high unemployment, the threat of inflation and sovereign debt problems abroad.
The statistics bureau also reported that overall investment rose by 25.6 percent on an annual basis in the first quarter, while urban fixed-asset investment rose 26.4 percent.

Industrial production rose 18.1 percent in March over March 2009, in line with the 20.7 percent gain for January-February period.
The government has sought in recent weeks to wind down the massive stimulus program begun in 2009, fearing that the economy was overheating. Ms. Wang, the UBS economist, said that the latest growth figures, while strong, offered little indication of that danger, but that other alarming signals were apparent.
