WELLINGTON, New Zealand—A New Zealand lawmaker said the Chinese vice president's security staff pushed him, hit him with an umbrella and took his Tibetan flag during a protest Friday.

Green Party co-leader Russel Norman says the clash occurred on the steps of Parliament as Chinese Vice President Xi Jinping arrived for a meeting with officials.

Mr. Norman said he was surrounded by Mr. Xi's guards as he waved a Tibetan flag and called for democracy in the Himalayan territory, which China invaded in the 1950s.

"The Chinese security guards elbowed me out of the way, and then I got an umbrella over the top of me and they took the flag off my hands and trampled on it," Mr. Norman told reporters.

Parliament speaker Lockwood Smith immediately called for an investigation.

Mr. Norman later laid a formal complaint of assault with police and sought the detention of the Chinese security officials involved.

Mr. Norman's one-man protest appeared to cause affront to the Chinese delegation. A similar solo protest by another Green lawmaker in 2005 saw Chinese security officials demand New Zealand police remove the lawmaker and his Tibetan flag and shield him from the then-visiting China National People's Congress Chairman Wu Bangguo.

The presence of the Tibetan flag was characterized at the time as "causing gross offense to the Chinese visitors."

Mr. Xi is on an official three-day visit for trade talks and related events and is traveling with about 100 senior business representatives. New Zealand was the first developed economy to sign a free trade agreement with China.

Mr. Xi, the man widely tipped to become China's leader when President Hu Jintao steps down in 2012, is on a four-nation tour that has already taken him to Bangladesh and Laos.

He is due to fly to Australia on Saturday.

Beijing says Tibet has always been part of its territory, but many Tibetans say the Himalayan region was virtually independent for centuries until the Chinese invasion.

Prime Minister John Key supported Norman's right to protest.

"New Zealanders have an absolute right to express their view and to demonstrate peacefully for their causes and Dr. Norman has that right like any other New Zealander," he said.

"I guess in future (we need to) ensure that both the New Zealander's right to express their view and protest is preserved but the dignitary involved doesn't feel their safety and security is compromised," he said.
