China's Peoples Liberation Army (PLA), the world's largest standing military with the total strength of over 2.3 million, celebrated its 83rd anniversary on Sunday, vowing to modernise itself and diversify its missions to face "cyber wars" and win regional conflicts.
中国的人民解放军（PLA）是世界上最大的常备军队，总兵力人数超过230万，本周日，他庆祝了自己的83周年纪念，宣布实现自身现代化和多样化军事任务，以对抗“信息战”，打赢局部战争。
The PLA, which is fast expanding with the world's second largest budget - only after the United States, will continue to enhance its capabilities and military readiness to safeguard sovereignty, security and development of the nation, Chinese Defence Minister Liang Guanglie said.
解放军的军费预算增长迅猛，仅次于美国，位列世界第二。中国国防部长梁光烈表示，解放军将继续加强自身军事实力，并且愿意维护国家主权、安全和国家发展。”
"We will continue to strengthen the PLA's capability to accomplish diversified military tasks, particularly for winning regional wars under informationised circumstances, to firmly safeguard national sovereignty, security and development," Liang said, addressing a reception held here to mark the 83rd anniversary of the founding of the PLA. He said China's core security interests will always guide the development of the Chinese army.
梁光烈庆祝解放军建军83周年纪念招待会上介绍说：“我们将继续加强解放军的实力，完成多样化军事任务，特别是打赢信息条件下的局部战争，坚决维护国家主权、安全和稳定发展。”他表示中国的核心利益永远指导着中国军队的发展方向。
China wants merger of Taiwan with the mainland and considers Tibet as its inalienable part and these two issues form its main core interests. The country is believed to have mounted thousands of missiles pointing towards the US-backed Taiwan, despite efforts to build up a rapprochement between the two sides through trade and cultural pacts.
中国希望统一台湾，并且认为西藏是其不可分割的一部分，这两个问题涉及中国的核心利益。据传，中国安置了数千枚导弹对准有美国做靠山的台湾，但两岸也通过贸易和文化增进友好关系。
Also, the Chinese army -- which shares close strategic links with both Pakistani and North Korean militaries -- has a large presence in Tibet and Xinjiang to deal with the ethnic unrest in the provinces which came to the fore in 2008 and 2009 respectively.
同时，中国军队也同巴基斯坦和朝鲜的军队保持紧密的战略关系，中国军队在西藏和新疆大量驻军，2008年和2009年都现身处置了两个行政区的民族骚乱。
In the Indian context, the PLA has gained significant tactical advantage by building up a vast amount of infrastructure up to the border of Arunachal Pradesh.

The PLA daily, its official organ, said in an editorial that "modernisation is the core of the construction of the PLA army... it should strengthen preparations for warfare and focus on boosting the core capacity of fighting regional battles under the information background."
官方媒体《解放军报》在一篇社论中表示“我军的核心是建设现代化军队……应做药准备，加强信息条件下的区域核心作战能力。”
It called for more efforts in promoting national defence and army building in order to deal with various security threats and asked the military to hold more exercises to train troops for actual combats.

The PLA, which considers Cyber Wars the most important in 20th century warfare, has opened its first cyber base to handle all types of cyber threats and "information based warfare." The centre marks the debut of a new force in China to tackle potential cyber threats and safeguard national security. The setup of the (cyber) base just means that our army is strengthening its capacity and is developing potential military officers to tackle information-based warfare," an army official said.

China, this year, increased its defence budget by 7.5 per cent to USD 77 billion. Last year, China had hiked the defence budget by 14.9 per cent.

Despite the modest increase this year, China would still continue to be the second largest spender on defence, next only to the US. It spends twice more than India. A number of foreign media reports in the recent months said the official announcement reducing the increase of defence spending actually does not reflect the actual defence budget and that the actual expenditure could range from USD 140 to 150 billion, which China denies.

Decades of rapid growth made the Chinese People's Liberation Army the largest standing army in the world with more than 2.3 million men. Its Navy has about 255,000 workers and its Air Force about four lakh men and officers.
