Instant messaging app WeChat boasts more than800 million users
即时通讯软件“微信”用户已突破8亿

Chinese users of instant messaging appswill have to register their real names, and seek approval before publishingpolitical news, under new regulations.
根据新规定,中国即时通讯软件用户将进行实名注册,未经批准不得发布时政类新闻

Public users of popular services suchas WeChat will also have to sign agreements promising to uphold "thesocialist system", state media say.
中国媒体报道称,微信等主流通讯软件的公众用户也必须签署有关协议,承诺支持“社会主义制度”。

China hasimposed similarrestrictions on microblogs overthe past two years.
早在两年前,中国就对微博实施了类似的限制。

China'sinternet is tightly restricted, with social media sites such as Facebook andTwitter blocked. However, hundreds of millions of people use Chinese socialmedia providers.
中国互联网受到十分严格的限制,“脸书”、“推特”等社交媒体网站通通被其封锁。然而,仍有数以百万的人使用着中国社交媒体提供商开发的社交服务。


'Issuing warnings'
“发布警告”

The State Internet Information Office(SIIO) announced the rules, which come into immediate effect, on Thursday,state-run news agency Xinhuareported.
据新华社报道, 中国国家互联网信息办公室(以下简称“网信办”)于周四(8月7日)发布了该规定并即时生效。

The regulations apply to publicaccounts, which are used to broadcast to subscribers and are popular sources ofnews.
该规定还涉及到了公众账号,这些账号往往会定期向其订阅者播报新闻,是目前十分流行的新闻来源。

"Instant messaging services shouldrequire users to verify their real-name identities before registering anaccount," the SIIO said inits statement (in Chinese).
“即时通讯工具服务应要求其用户以实名身份注册账号。”网信办在声明中说道。

When users register, they should"sign an agreement, promising to uphold the law, the socialist system,national interests... and information authenticity," it added.
“用户注册时需签署相关协议,承诺遵守法律、社会主义制度、国家利益和信息真实性。”

"Public accounts cannot publish orshare political news without approval," the statement said, adding thatinstant messaging providers should mark out which accounts were authorised towrite about political affairs.
“公众账号未经批准不得发布或转载时政类新闻。”此外,该声明提出即时通讯工具服务提供商应对有权发布时政类新闻的公共账号进行标注。

"Where users break the rules, theproviders will, as appropriate, issue warnings, restrict their posts... or evenclose their accounts, while retaining the relevant records so they can fulfiltheir reporting obligations to the authorities."
“对违反协议约定的即时通信工具服务使用者,即时通信工具服务供应商应当视情节采取警高、限制发布、甚至关闭账号等措施,并保存有关记录,履行向有关主管部门报告的义务。”

Internet giant Tencent, which ownsWeChat, said: "The main aim of the rules is to resist the spread ofharmful information like rumours... Tencent supports this aim."
互联网巨头腾讯公司回应道:“这些规定的主要意图是为了抵制流言等不良信息的传播……腾讯对此十分认同。”

"We urge everyone to respect therelevant laws," itadded (in Chinese).
“我们呼吁每一个公民尊重有关法律。”腾讯补充道。



Microblog crackdown
微博“大打压”

Meanwhile, South Korean officials saidthe Chinese authorities had told them that access to foreign messaging appsincluding KakaoTalk and Line - both owned by South Korean firms - had beenblocked.
与此同时,韩国官方称中国当局已向其告知相关事宜,包括Kaokao Talk和Line(以上均为韩国公司所有)在内的一些外国通讯软件已被限制使用。

The move was described as parts ofefforts to combat terrorism, the officials, who spoke on condition ofanonymity, said.
据部分不愿透露姓名的官员称,此举是为了打击恐怖主义而作出的努力之一。

Large numbers of microbloggers, usingTwitter-like sites such as Sina Weibo, have been detained since 2013.
自2013年以来,就有大批使用像新浪微博等类似推特网的博主被拘留。

High-profile microblogger and venturecapitalist Charles Xue was detained in August 2013, before being releasedon bail in April.
2013年8月,微博“大V”、风险投资家薛蛮子被捕,直到今年4月份才得以取保候审。

Following the crackdown on microblogs,many users switchedto using instant messaging services like WeChat, which boasts morethan 800 million users.
由于对微博的大力打击,许多用户转而使用微信等即时通讯服务。目前,微信用户已突破八亿。

In May, the authorities announced a campaignto "clean up" instant messaging services, alleging that some had usedsuch services "to distribute illegal and harmful information, seriouslyundermining public interests".
今年五月,有关部门宣布开展“净网”活动,整顿即时通讯工具,并称有不法分子企图使用这些软件“散步非法及不良信息,严重损害了公众利益。”
Critics have described real-nameregistration as an attempt to deter negative comments about the government andto make it easier to trace the authors of such postings.
但也有批评者说道,进行实名制注册只不过是为了消除对政府的负面评价、便利政府追踪这些言论的发表者。
