即将实行：申请美国签证，需提交5年社交网络ID！附国务院提议正文

美国国务院今天发布正式通告，将更改签证申请表，所有签证申请人必须提供过去五年的社交媒体ID。从周五开始60天时间内征集公众意见，5月29号截止。

每年将近1500万人来美国，包括留学生，旅客，商务人员等等，所以这项变革涉及面非常广。

既然是提议（proposal），说明还没有板上钉钉？

国务院的建议还需要OMB批准，所以理论上还有变数，但是一般情况下会被批准，即使有改动，也不会和今天的通告相差太多。

哪些签证必须提供社交信息？

所有签证类别，包括移民和非移民签证：

DS-160非移民签证申请，比如B1/B2，F1，H-1B等等

DS-260移民签证

唯一有可能豁免的是外交签证。

个人需要提供什么？

公告指明是"多个社交平台的Identifiers"，所以，应该是指User ID，而不是你的发帖。公告也没有提到密码，从保护隐私的角度也不会让申请人提供密码。

注意，这是网上提交的签证申请，工作人员看不到你的手机。这和入境审查不一样，那时候国土安全部（DHS）下属的CBP工作人员会直接和你面对面，也可以检查你的手机。

哪些平台会中枪？

公告没有列出单子，但是强调会不时更新。

美国比较大的社交平台包括Facebook（脸书），Twitter（推特），Instagram等等，但是申请签证的外国人可能根本不用这些，所以国务院或许也会列出一些其他国家流行的平台，比如微信，微博，Line，VK等等。具体名单还要等国务院发布通告才知道。

除了特别指出的社交平台以外，申请表上还留着空白，让申请人自愿填写过去五年用过的其他平台和用户名。这点比较麻烦，因为概念不清，什么叫社交平台？几年前在一个startup上注册过一个，但从来没用过，需要填吗？诸如此类的问题相信使馆会进一步澄清。

提交社交信息的事不是去年就开始实行了？

去年五月份开始，使领馆工作人员在审批签证的时候，如果对申请人有所怀疑，可以要求申请人提供社交记录。但这次是针对所有人，而且是直接更改签证申请表，要求提供社交网络的ID。

什么时候生效？

至少还有60天，然后就看OMB什么时候批准。有时候很快，但是如果争议太大，也有拖延很久的情况。

天天骂美国的人还能去美国吗？

美国政府人人都能骂（实际上有人只敢骂美国政府），但是我倒不认为签证会因此被拒 - 美国政府没有这么小鸡肚肠。但是有些事，比如学生身份，却在朋友圈分享非法打工的经历，或者不小心透漏出来假结婚骗绿卡，这些涉及违法或者欺骗美国政府的行为，肯定会影响。声明：所有这些只是猜测，具体怎么做只有使领馆的人才知道。

怎么突然关注社交网络了？

起源还是反恐。比如San Bernardino的恐怖分子，发动袭击前在社交网络上早已经露出极端化的倾向。

要求签证申请人提供社交账号是川普政府"extreme vetting"的一部分，从难民申请开始，会渐渐覆盖所有进入美国的人。虽然出发点是针对潜在的恐怖分子，但是如果在调查过程中发现其他违法行为，肯定也不会视而不见。

除了社交媒体，还需要提供什么新内容？

过去五年使用过的电话号码，电子邮件地址，和国际旅行记录。

有没有反对的声音？

主要是民权团体，比如ACLU，认为这种做法会压制言论自由，另外担心政府以反恐的名义"歧视穆斯林"。

The Department also is revising the collection to add several additional questions for nonimmigrant visa applicants. One question lists multiple social media platforms and requires the applicant to provide any identifiers used by applicants for those platforms during the five years preceding the date of application. The platforms listed may be updated by the Department by adding or removing platforms. Additional platforms will be added only if collection is consistent with the uses described in the Supporting Statement and after Office of Management and Budget approval. In addition, the applicant will be given the option to provide information about any social media identifiers associated with any platforms other than those that are listed that the applicant has used in the last five years. The Department will collect this information from visa applicants for identity resolution and vetting purposes based on statutory visa eligibility standards; however, the Department intends not to routinely ask the question of applicants for specific visa classifications, such as most diplomatic and official visa applicants. Other questions seek five years of previously Start Printed Page 13808used telephone numbers, email addresses, and international travel; whether the applicant has been deported or removed from any country; and whether specified family members have been involved in terrorist activities. Additionally, some E-nonimmigrant visa applicants will be asked whether the principal treaty trader was issued a visa. The “Sign and Submit” statement will provide applicants additional information related to correcting records within Federal Bureau of Investigation databases. Finally, the revised visa application forms will include additional information regarding the visa medical examination that some applicants may be required to undergo.
