China and its Friends

BEIJING – In a commentary in its Friday edition, the People's Dailymade an extraordinary appeal to its readers. It urged the Chinesegovernment and ordinary Chinese citizens to "befriend the media."

The People's Daily – the most venerable of China's propaganda organs –declared an unofficial ceasefire in China's frequent attacks on theforeign media. "To serve the media is to serve the Olympic games," itsaid. "To befriend the media is to befriend the audience… It is throughthe media that the audiences across the world are learning about theOlympics, China and Beijing."

You'll forgive me if my reaction to this friendship offer was a littleskeptical. In fact, just a few hours after this commentary waspublished, the Chinese police were extremely unfriendly in theirattitude towards journalists who dared to film and photograph theembarrassing scenes of chaos in Beijing when huge crowds of peoplejostled for the final Olympic tickets.

Several journalists from Hong Kong were manhandled, pushed, dragged andforcibly removed from the scene by the Chinese police because thepolice disliked their attempts to record the chaos. One journalist wasdetained by police, and another needed medical treatment after beingshoved to the ground by police.

Yesterday, in a rare apology, a senior Olympic organizer summoned theHong Kong media for a "tea meeting" in Beijing and admitted that thepolice may have "mishandled" the incident. "We deeply regret whathappened," the official said.

Perhaps the apology was the first sign of the new attempts to"befriend" the media, but I remain skeptical. We in the foreign mediawere given our own nice-sounding guarantees when we were promised thatwe could report freely in China from Jan. 1, 2007, until October ofthis year. Instead, we found that we were still prohibited fromentering many sensitive regions, including Tibet, the ethnicallyTibetan regions of Western China, and finally the districts of Sichuanwhere grieving parents were protesting against the shoddy constructionthat led to the deaths of their children in collapsed schools. Dozensof foreign correspondents have been detained, harassed or even beatenby police since 2007 when the promise of freedom was issued.

Even the official Olympic broadcasters – including NBC and CBC – havebeen told that they can broadcast for only six hours a day at TiananmenSquare, and they are barred from conducting any live interviews withany guests at Tiananmen. When a German television network tried to do alive interview with guests at the Great Wall, dozens of police broke upthe interview.

But there's another issue here, too. The Chinese authorities alwaysassume that "friendship" is the ideal relationship between China andwell-behaved foreigners. Western scholars, diplomats and journalistsare often regarded as either "friends" or "enemies" of China, dependingon their behavior.

The implicit message from the Chinese government is that those whopraise the government are "friends of China," while those who criticizeor expose problems are deemed "unfriendly" or even "enemies." SeveralU.S. scholars who supported human-rights groups have later found thatthey cannot obtain visas to visit China. Academics or journalists whopraise China, meanwhile, are rewarded with entry visas, lavishpublicity, and even honorary citizenship.

Personally, I'm uncomfortable with the notion that I should aspire tobe a "friend" of China. Journalists who cover Parliament Hill do notaspire to be anointed as "friends" of the federal government. I neversought to be a friend of the Russian government when I was based inMoscow, and I never aimed for friendship with the Manitoba governmentwhen I was based in Winnipeg.

It should be possible for journalists or scholars to write about Chinawithout being deemed a friend or an enemy. A modest suggestion: couldChina see us as polite acquaintances who are free to observe withoutthe pressures of friendship?

也许这个道歉是“善待”媒体这个新举措的第一个信号,但是我还是持怀疑态度。(中国媒体曾)好听地许诺我们这些国外媒体,从2007年一月一号到今年十月可以自由在中国采访。但是我们发现,我们仍然被禁止进入很多敏感地区,包括中国西部藏族居住区的西藏,最后还有四川地区,在那里,那些悲伤的父母们正在抗议那些低质量的建筑导致他们的子女死于坍塌的校舍。自从2007年中国许诺采访自由以来,有十几名外国记者被警察拘禁,骚扰或者甚至被殴打。

即使是奥运的官方传播商 - 包括NBC和CBC - 也被告知他们每天只能在天安门广场报道6个小时,而且他们不允许在天安门广场现场采访任何游客。当德国电视网络向在长城上现场采访几名游客时,十几名警察驱散了采访。

但是这里还有另外一个问题。中国官方一直认为“友谊”是中国和守规矩的外国人之间的理想关系。西方学者,外交家和记者根据他们的举止被经常不是当作中国的“朋友”就是“敌人”。

中国政府传达的一个隐含的信息就是那些赞美政府的人就是“中国的朋友,”而那些批评政府或者揭露问题的就是“不友好的”,甚至是“敌人。”署名支持人权组织的美国学者后来发现他们拿不到去中国的签证。同时,那些赞美中国的学者或者记者则被给予签证,被大肆宣传,或者甚至被授予名誉公民。【译注:难道美国或者加拿大,或者世界上任何一个国家会给反对自己的外国人颁发名誉公民证书?!】

从我个人来说,我对自己应该追求成为中国的“朋友”这样的想法感觉不是很舒服。那些报道国会山【译注:即加拿大渥太华的国会山 -联邦政府所在地。】的记者没有想要成为联邦政府的“朋友。"当我驻莫斯科时我也从没有想要成为俄罗斯政府的朋友,当我驻温尼伯【译注:加拿大中部曼尼托巴省首府。】时我也没想要成为曼尼托巴省政府的朋友。

记者或者学者应该可以在不被冠以中国“朋友”或者“敌人”的前提下报道中国。我有一个小小的问题,中国可否把我们看作是一个熟人,可以自由观察中国却不受友谊的压力?

Should a list be needed, I'll oblige.--- Now have not all those inbed journalists proven to have been, allthose years, friends of the troops?

However, I can equally understand why some foreign journalists were nottreated as 'friends'. In the case of Tibet riot in March, major Westernnewspapers have used manufactured photos to support their 'newsreports' on 'Chinese crackdown', deliberately mis-leading Westernpublic. Such kind of journalists should not be even in news business.

Mr. York, you write: "It should be possible for journalists or scholarsto write about China without being deemed a friend or an enemy."

I think that your very presence in China is a good example of thisreality. I would say that, you should have been thrown out of Chinalong time ago for writting so much half-cooked 'news' on China.

诚然,中国应付媒体的手段还非常不成熟(禁止记者进入西藏就是非常愚蠢的举动之一)。但是我也同样可以理解为什么有些西方记者不被当作朋友看待。三月份西藏骚乱时,西方主要媒体用修改过的照片去支持他们有关“中国镇压”的“新闻报道。”,以此故意误导西方民众。这类记者根本就不应该搞新闻这一行。

约克先生【译注:本文作者】,你写道“记者或者学者应该可以在不被冠以中国“朋友”或者“敌人”的前提下报道中国。”,我觉得你现在还在中国这个事实就是一个很好的例子。我敢说,你写这么多半生不熟的有关中国的“新闻”,早就该被赶出中国去了。

我们有个加拿大朋友,他的名字叫大山,我几乎忘了他的本名。中国人讲究“有朋自远方来不亦乐乎”,对待来自远方的客人要以礼相待,不可怠慢,去别人家里,要客随主便,当然多次往来之后也有“熟不拘礼”的,这是东方的文化传统,无论是民间往来还是上升到国家交往,都离不开中国传统交往礼仪的影子,或许西方文明不是这样,但这并不妨碍多元文明的共存,中国人还讲究“入乡随俗”,就是到他乡外地要适用当地的风俗习惯,尊重当地的文化传统。我觉得大山之所以为广大中国人民喜爱,归根结底出于他对中国文化的尊重吧

西方所谓的政客,都是在不断的与自己的政敌交锋中锻炼出来的!

他们通过不断的摸黑对手以示自己有多么的了不起!

哈哈!真要是他们执政做的并不比对手好到哪里去!

奉劝他们,别总是在照镜子的时候批评别人!

这位记者根本不明白,他们的“自由梦想”出自他们自己的历史,而与别人无关。
别人的权利可以有别人实现的方式,这种方式肯定基于他们自己的历史文化。

用自己的思维方式去套用他人,然后凡是不理解的就是“异类”,是“邪恶”的。
这种愚蠢的思维方式能称为“普世”价值?西方人,你们真是可笑。
