这个all things considered，从各方面考虑起来，为什么会放在文章之首，这个不太理解。

It says something about the central government's commitment to this project that He has been sent to Beichuan, all the way from Beijing, 1,000 miles away.
据说是中央政府委派他到北川的，自1000英里外的北京远道而来。
这一句，不知翻得对不对。project 是单指他被派到北川工作么？

“All Things Considered”是NPR一个著名新闻节目的名称，而这篇报道是这个节目作的：

首先，“He”（大写）是“何（先生）”，不是“他”。其次，“project”指的是前面说的“designing the new Beichuan”。最后，“it says something”不是“据说”（“it's been said”），而是“说明了一些东西”。在这里，“it says something ... about the central government's commitment ...”意为“说明中央政府（在这项计划上）有多么投入”。

这里snagging应是V-ing，snag在美国英语里意为“（成功）取得”；freshly minted有“新鲜出炉”的意味，是指刚毕业吧，按楼上那样理解也没错
