Economic driver: A labourer at a Chinese steel and iron factory (Reuters)

The latest Reserve Bank minutes provide an optimistic assessment of Australia's economic outlook, largely thanks to Chinese growth.

The RBA says China's growth, combined with international stabilisation and stronger than expected Australian retail sales, is likely to drag the economy back to slow growth later this year and next.

"Members' assessment remained that the most likely outcome for the world economy over the next year or two would be subdued growth," the board noted.

The board members made many references to the impact of China's economic strength on Australia.

"While the depreciation of the Australian dollar had been helpful to exporters, the strong performance of the Chinese economy was particularly important," the minutes read.

Aside from the direct exports to China, the RBA also emphasised China's role in an Asia-Pacific regional recovery.

"Output in the developing countries of east Asia was likely to have recorded a substantial increase, underpinned by a pick-up in growth in China," board members said.

Importantly, the board noted during the meeting that, "downside risks had diminished", meaning that the chances of further interest rate cuts appear more remote.

'Effective' stimulus

The RBA handed itself and the Federal Government much of the credit for the Australian economy's surprising resilience.

"Members observed that the early and substantial easing of both monetary policy and fiscal policy had been effective in supporting demand, which, if anything, had been more resilient than expected," the minutes stated.

The bank paid particular attention to the stimulus effect on housing activity and house prices, as well as surprising growth in retail sales during the heart of the crisis.

"Retail sales had increased strongly in May and were 7 per cent higher than in September, a considerably stronger outcome than in comparable countries," the board noted.

The Reserve Bank dropped another hint that rates are likely to stay on hold when it noted that, "the full effects of policy measures would still be coming through for some time."

The Reserve did however note that the current inflation outlook "afforded scope" to cut rates further if things take a surprising turn for the worse.

The latest official inflation figures for the June quarter will be released tomorrow.

Thank goodness for China's recovery...and all we had to do to profit from it is rape our natural assets, abandon our imprisoned citizens and ignore one human rights atrocity after another.
A Ruddtacular bargain!!

*snort* Yeah, cause at no stage did Howard have anything to do with China, its government or its economy. Nor did he encourage the mining boom. Damn you Rudd for putting us in this position!

At least they're honest villains and don't hide behind words like freedom, democracy and fair trade while performing blatant acts of imprisonment, torture, murder, despotism and theft.  Know any failed empires that fit that description?

We have raping our natural assets and ignoring one human rights atrocity commited by China after another since way before any of us knew who Rudd was.

We have allowed ourselves to get into the position of having china as our consurerables dealer, and we have no other choice in the short term.
Lets hope we start thinking smarter over the next ten years.

We have raping our natural assets and ignoring one human rights atrocity commited by China after another since way before any of us knew who Rudd was.

Wake up to yourself, it's not China that is raping our natural assets, it's us. We are the ones that are digging up the stuff and selling it. We are not abandoning our imprisoned citizens, we are waiting for formal charges to be laid against an Australian criminal operating in China. While we are on the subject of human rights, lets also look into atrocities committed by the "Coalition of the Willing" and the atrocities against Aboriginals (Cooking them in the back of a Police van is not a Chinese treatment). Sounds more like a Liberal Dummy Spit, wake up, you lost the last election and hopefully the next few

Ford should tone down the hypocrisy. Our imprisoned citizen" may be engaged in economic espionage and is, as a matter of fact, also a Chinese National working for a British multinational (Rio Tinto) that is ripping up our natural resource and flogging them off hand over fist. I guess the anti China crowd cant contemplate a British company raping our assets.

Optimistic outlook?

I think the Reserve bank is optimistic in thinking that anyone will believe what they say.

They are part of the same group that said that the current crisis would never happen, even when the trouble ahead was clear three years ago.

We have not reached the end yet and i hope that people don't listen to the RBA and get burnt again in the biggest transfer of wealth in human history .............. from the poor to the rich

Simply look at the Reserve Bank board members....
Retailers, bank bosses... only people with a vested interest in making money are on the board, except for the single independant...
CSL, Coca-Cola Amatil, Fairfax/Wal-Mart, BlueScope/Brambles, James Hardie/Nufarm[ex-Telstra]....

。。。CSL, Coca-Cola Amatil, Fairfax/Wal-Mart, BlueScope/Brambles, James Hardie/Nufarm[ex-Telstra]...(注:都是大公司)
