A Chinese man has been detained for entering Taiwan illegally after paddling two miles from China's Fujian province to the offshore island of Kinmen, apparently to observe next month's Taiwanese elections, an official said
Guo Jiyong, 35, will be repatriated to China, coast guard spokesman Shih Yi-nan said.
The January 14 presidential and legislative elections have stirred great interest in authoritarian China, with last Saturday's televised debate among the three presidential candidates sparking thousands of Internet comments, many of them praising Taiwan's democratic system.
"I want to see your elections with campaign flags flying all over the place," Mr Guo told Taiwanese reporters after he was caught in Kinmen on Wednesday.
"Taiwan and China are one country," he said. "How can you arrest me for illegal entry?"
Taiwan and China split amid civil war in 1949. China still claims the island as part of its territory.
On Wednesday, Taiwanese President Ma Ying-jeou noted the Chinese interest in the elections during a campaign stop in the southern part of the island. Ma is in a neck-and-neck race with Tsai Ing-wen of the main opposition Democratic Progressive Party, with veteran politician James Soong trailing far behind.
Ma said Taiwan's democracy will have a gradual impact on China.
After watching the presidential debate, Ma said, "some of the mainlanders asked if the general secretary of (the Chinese Communist Party) could also participate in a debate there."
新疆男子偷渡赴台湾观摩大选被捕 称台湾民主糟透了
一位大陆男子12月7日偷偷划渡进入台湾，遭台湾警方拘留。英国媒体12月8日怀疑该名男子此举意在探视台湾2012年1月的大选选情。
据台湾海巡署8日称，这名男子属新疆籍，姓郭，由新疆搭乘火车至厦门，随后由厦门借助竹竿和浮板耗时7小时偷渡至台湾，上岸时恰遭台湾海巡署金门查缉队逮捕。
这名郭姓男子在被戴上头套与手铐移送时对台湾媒体说，他到台湾就是想看看台湾竞选旗帜到处飘扬的样子，要看看台湾民主制度怎么样，而其结论是“太糟糕了”。
据称，他是从互联网上得知台湾正在举行总统选举，他到台湾除了想观察选举外，另一目的是宣扬政治理念。
他说，台湾与大陆都属于中华民国，既然是同一个国家他的行为不叫偷渡，他举起手铐反问记者说台湾这算有人权吗？
虽然台湾政府称，台湾与大陆同属中国，但在未经许可下中国大陆居民自行前往台湾，触犯了台湾的国家安全法。在台湾的难民法尚未通过立法下，近年来发生称向往台湾民主而偷渡到台的事件，几乎都被当局视为偷渡客处理。
移民署官员说，在两岸大幅开放旅游乃至于个人游后，中国大陆人士偷渡到台案件大幅度减少。在可以通过合法渠道到台的情况下，少有人愿冒危险渡海偷渡。
据称，按过往处理经验，这名郭姓男子在司法审理期间将被金门海巡单位关押留置，并择期遣返。
英国《卫报》12月7日称，这名郭姓男子此举就是为偷探台湾选情。而台湾总统马英九12月7日在台湾南部竞选停留时提到大陆民众对台湾选举的关注。
该报引述马英九当日话称，台湾民主将逐渐影响中国大陆。而一些大陆民众观看了台湾选举后，也会提问（中共）总书记是否会参加一次辩论。
