JACQUES Rogge, the president of the International Olympic Committee, has been criticised for claiming credit for a social reform program in China, saying "three new bills" to protect children, media rights and the environment were thanks to the IOC's "silent diplomacy".

He claimed that the IOC had also played an important role in securing compensation for residents made homeless to make way for the Games. The Belgian official told AFP: "We carried out the only kind of diplomacy that works in China - silent diplomacy. ""I could have earned instant popularity by mounting the barricades and rebuking (China). But it wouldn't have achieved anything." Instead, "we obtained a new law on the media, which is perhaps not perfect, but is a remarkable step forward for China. For the first time, foreign media will be able to report freely and publish their work freely in China. There will be no censorship on the internet."

However, foreign media have no capacity to publish their work within China, and no changed circumstances have been announced for the Games. While certain privileged Olympic areas of Beijing may be granted open access to the internet during the Games, this will not apply in the rest of Beijing or of China, and that concession will lapse with the closing ceremony. Leading Beijing-based China analyst Russell Moses said yesterday: "Rogge plays both sides of the issue of the IOC's role in the Beijing Games. He has argued on any number of occasions that the IOC is apolitical and cannot tell any hosting nation what to do where sports is not directly involved. ""But he is very quick to claim credit for anything positive occurring here where politics is concerned. His stance is especially bewildering, for it also robs Chinese officials of recognition."

Nicholas Bequelin, Hong Kong-based China researcher for Human Rights Watch, said: "These statements strike me as being factually incorrect and deliberately misleading. ""There is no 'new law on the media' - only new regulations for foreign reporters, and poorly enforced at that. As for the 'bills' protecting children, it is news to me that the IOC has anything to do with it - and they are not bills either."

He said the reference to compensation for "homeless" people contradicted even the Government's stance that no one was made homeless, and "ignores ample evidence that large numbers of people were forced out without adequate compensation, and persecuted if they tried to protest, or to challenge their eviction". Mr Bequelin said the IOC could not claim ignorance about the problems caused by the Games, because of "the thorough briefings and countless letters and reports addressed to him and to the IOC by rights groups over the past two years." Frequent representations had also been made to the IOC about the cases of people jailed for criticising the preparations for the Games, such as Hu Jia.
