First， “new hand” means "be not good at or be not familiar with sth".
Second，"i seek dictionary" should be "look up (a word/it/them) in the dictionary" or "refer to the dictionary".
Eg: If there are words you do not understand，look them up in the dictionary.
      He referred to the dictionary to get the exact meaning of the word.
