Taiwan allows Dalai visit for typhoon victims

(CNN) -- Taiwan said Thursday that it will allow a visit by the Dalai Lama to pray for the victims of the typhoon-battered island.
The Dalai Lama's visit to Taiwan could anger China, which accuses him of advocating independence for Tibet.
Taiwan President Ma Ying-jeou made the announcement Thursday while visiting a school in the southern part of the island, a government spokesman said.
The Dalai Lama has accepted the invitation, his spokesman Tenzin Taklha said.
"We are working on the details of his visit, which will take place soon," he said.
Typhoon Morakot slammed into Taiwan on August 8 and unleashed floods, mudslides and misery. More than 400 people were killed.
Ma Ying-jeou apologized last week for the slow response to the typhoon. He said he plans sweeping changes to the country's rescue agencies and may punish some government officials.
The Tibetan spiritual leader's visit could anger China, which accuses him of advocating an independent Tibet.
Taiwan and the mainland are only now smoothing their relationship after years of animosity.
An invitation to the Dalai Lama has the potential to undermine that, observers say.
Taiwan's government separated from China after the communists' victory in the Chinese civil war in 1949. About two million Nationalist Chinese fled to Taiwan and set up a government there. Beijing has always considered the island a part of China and has threatened to go to war should Taiwan declare formal independence.
Taiwan's relations with the mainland have improved under Ma, who has taken a more conciliatory approach, unlike his predecessor.
Then-Taiwan President Chen Shui-bian rejected China's assertion that there is only "one China" and Taiwan is an inalienable part of it.
