Two old friends got together one day for lunch, and to have a nice chat. 老友相聚，酒足饭饱，酣畅淋漓。

Eventually the topic got around to Obama and his Presidency. 某谈及奥巴马大统领。

The one friend said, 'Well, ya know, Obama is a 'post turtle'.' 友曰： 巴马乃“杆上龟”。

Not being familiar with the term, the other friend asked him what a 'post turtle' was. The first friend said, 'When you're driving down a country road and you come across a fence post with a turtle balanced on top, that's a 'post turtle'.' 某大惑。友徐曰：一日出游，车马辚辚，路穷，见一茅舍，篱笆俨然，中有一杆，高丈余，上有一龟，惶惶然而不动。此乃杆上龟也。

He saw a puzzled look on his friend's face, so he continued to explain: 某仍不解。友乃徐告知曰：
'You know he didn't get up there by himself; 龟居杆上者，非其力可自为也。
"He doesn't belong up there:其乃水族，忝居杆顶。
"He doesn't know what to do while he is up there;强而置之，手足无措，动则有性命之忧，止则受世所毁谤。
"And you just wonder what kind of an idiot put him up there!.' 当是时也，汝必问，是何好事而愚者置此蠢货于其上也！

BOSTONLEGAL按：夫龟者，不能爬杆，明也，强置之杆顶，惶惶然不敢动，动则有性命之忧，不动，则受世之谤语。所谓尸位素餐者也。如曹孟德所言置之炉上，美之杆上龟，正此类也。然则孟德有自知之明，而此龟以其驽钝之资，不能却之，亦一悲也。

最近奥巴马被评选为二战以来最差的总统，名望倒数第一，小布什倒数第二。其实这是美国的衰落，不是哪个总统能扭转的，而美国人不了解这一点，总是在批评取笑和怨恨他们的总统，呵呵。
