Mandate of heaven

[size=100%]Sharon Stone, an American actor, clumsily and insensitively invoked the Indian concept of karma (a Sanskrit word) in a comment at the Cannes film festival on the catastrophic earthquake in Sichuan province, China, though it would have been less inappropriate to apply the Chinese concept of the mandate of heaven.
Ms. Stone thought the earthquake could be "bad karma" resulting from Chinese repression in Tibet - a kind of divine punishment. She figures conspicuously in advertisements by Christian Dior, the French luxury goods group. Many Chinese customers were indignant, and Dior's Chinese branch withdrew all these ads. Thanks to its angry citizens, the Beijing government could confine itself to mild expressions of regret at Ms. Stone's remark; she has now very properly apologized.
It is heartless, when a natural disaster has killed ten of thousands of human beings, to flirt with the idea that they deserved it because of the actions of their government.
But such thinking probably strikes a raw nerve in the Chinese Communist Party, and echoes with the people, too. Starting with the Zhou dynasty's overthrow of the Shang dynasty in the 11th century BC, "the mandate of heaven" has been a justification for regime change. In good times, says one ancient text called the Shu Jing, "the spirits of the hills and rivers alike are all in tranquillity," but when the rulers cease to govern justly, heaven withdraws their authority and sends down calamities, including natural disasters.
The correlation of floods and earthquakes with regime change is not robust, but as lately as 1976 an earthquake in Tangshan province that killed a quarter of a million people preceded by two months the death of the tyrant Mao Zedong.
For the time being, the compassion shown by Wen Jiabao, the Premier, has successfully drawn upon another old concept, that of "the enlightened emperor," who is let down by his corrupt local officials, in this case, those who allowed shoddy construction of schools and other buildings that collapsed like packs of cards in this earthquake.
The regime cannot count on the benefit of the doubt forever. The mandate of heaven can be embodied in such humdrum entities as building codes.
